For the first time, the SOPE report will include recipient- executed projects (over US$ 5 million). The World Bank has issued a SOPE Report every year as an internal communication to the Board of Executive Directors. In accordance with the Bank's revised disclosure policy, since FY02, the SOPE Report is available to the public. The report is intended to bridge the gap in information available to the public between the Project Appraisal Document or Program Document, disclosed after the Bank approves a project, and the Implementation Completion Report, disclosed after the project closes. The village based Sustainability Monitoring System shows significant improved access to water and sanitation; 60% increased access to water among poor households and 18% improved sanitation among poor households. Although no rigorous impact data is currently available to provide evidence for reductions in incidence of water borne diseases and improved health behavior (such as hand washing), anecdotal and the Sustainability Monitoring System demonstrate positive results. The government issued important regulations, notably on water councils and on participatory irrigation, that will facilitate project implementation and improve sustainable and equitable water management. The task definition between the (existing) provincial and the (new) national-government river basin management units has progressed, and this has led to reinvigorated activities at river basin level (capacity building and some works). In irrigation, nearly all kabupatens have completed a first series of training and of institutional development of water user associations (GP3A) and the local Irrigation Commissions. The institutional targets are being reached to an extent of 75-80%. Also, as the first series of participatory designs was completed, the investments in rehabilitation construction are being stepped up. The agricultural pilots have all been launched and proved to be successful. Requests were received to include about 10 new kabupatens in the project and expand the pilots on agricultural extension. To accommodate initial delays, the project closing date has been extended to December 31, 2009. Component 3: Improvements to PLN's information systems capabilities by piloting an Enterprise Resource System (ERP) has been successfully completed on schedule. Given its success, the loan is now supporting a complete rollout in the Java-Bali system, which extends beyond the scope originally envisaged in project design. The extended deployment of the ERP is presently underway. Component 4: The technical assistance (TA) to PLN to complete feasibility work on the Upper Cisokan Pump Storage Project has now been completed, and the Bank is considering financing its implementation under a separate loan. The TA to support the restructuring of PLN's organization has been dropped since the annulment of the Electricity Law removed the legal basis for its implementation. The TA to PGN, to complete several studies related to the gas sector, has been completed. The component to build their human resources capacity is ongoing. Five local government land management pilots have been successfully completed and are to be expanded. In addition, it was agreed at the 2007 Association of Southeast Asian Nations Summit and again during the United Nations Framework Convention on Climate Change (UNFCCC) that the COREMAP model would be expanded across Southeast Asia under the Coral Triangle Initiative.
