As of September 2021, 26 percent (approx. US$ 1.3m) of the total grant has been disbursed under the project. Implementation is expected to be further accelerated as a result of the recently approved Project Restructuring which included 1) scope adjustment, 2) modifications to the Results Framework, and 3) reallocation of funds among components. These changes are expected to allow the client to finalize ongoing project activities in a satisfactory manner, fully disburse remaining grant resources, and successfully implement the Project. As of now, the Implementation progress by component is as follows: Component 1 - Strengthening the Fisheries Policy and Regulatory Framework– Over the course of the past few months, the activities under this component have been consolidated to ensure efficiency and maximize synergies among different planned activities. The consultancy to develop a strategy, action plan, and guidelines for the National Fisheries and Aquaculture Policy is about to commencing in September 2021. In addition, the final report on the Aquaculture Value Chain Assessment has been prepared. Component 2 – Diversification and Fisheries-based Alternative Livelihoods - Progress made in undertaking the activities under this component aimed at Diversification and Fisheries-based Alternative Livelihoods included mostly work on the future upgrading the existing seed stock Government Hatchery. The design of a climate proof, bio security Hatchery and an operational plan has been completed and approved. Next steps will include hiring of a Technical Supervisor to oversee the renovation and upgrade of the Government Hatchery is underway and expected to be completed in September 2021 and an Architect to prepare the comprehensive and detailed engineering drawings to enable future infrastructure works on the hatchery. Preparation of the business plan for the mariculture/polyculture demonstration facility has been completed. A consultancy to assess pelagic stocks and develop related management plans is currently in progress and is expected to be completed in January 2022. A consultancy service to develop a menu of sub-projects has also been successfully completed. The next step would be for PSC to review and make a decision and the business development consultancy to be carried out to develop detail proposals and associated safeguards documents (with the TOR for that being developed at the moment). A consultancy to provide assessment of the feed production for the aquaculture sub-sector and develop alternative feed production options and associated business plan is in the procurement process with the TOR being approved. 9/29/2021 Page 1 of 5 The World Bank Implementation Status & Results Report Promoting Community-based Climate Resilience in the Fisheries Sector (P164257) Component 3 - Capacity Building and Awareness Raising – Baseline assessment of gender and youth dynamics in the fisheries sub-sector in selected communities, as well as a knowledge, attitudes and perceptions assessment in the targeted communities have been conducted. In addition, the terms of reference for the development of the climate projections in the Fisheries sector have been developed and the work is expected to be initiated by the end of September 2021. The consultancy to deliver agro-met services is in the final procurement process. In addition, the procurement for consultancy to provide advisory services to NFA on regulatory and policy strengthening is under implementation now.
