The project has disbursed US$19.91 million representing 89% percent of total Grant proceeds and is on track to achieve the Project Development Objectives. Component 1. Supporting the Implementation of the Emergency Income Support and Training Program (EISTP) The Emergency Income Support and Training Program financed under the Trust Fund was successfully completed in September 2020. The program provided training to build or upgrade skills and enhance the employability of the un- and under-employed affected by the Hurricane Irma of 2017. The training was tailored to meet the skills demands of employers of key economic sectors such as the tourism and construction sectors. The courses delivered and certifications issued included hospitality, culinary delivered by the Sint Maarten Training Foundation (SMTF), training on occupations on the Construction sector delivered by the National Institute of Professional Advancement (NIPA), and history and culture, and English 12/26/2020 Page 1 of 7 The World Bank Implementation Status & Results Report Emergency Income Support and Training Project (P167368) as a second language delivered by the University of St. Maarten. The Program was implemented from August 2020 to September 2020, however the Government of St. Maarten recently approved national funds to finance an extension of the program to a few, mainly existing beneficiaries, for a new training round on history and culture and English as a second language. Building on the existing capacity, the Program continues to be administrated by the SMTF. The Program, with Trust Fund financing, was implemented from August 2018 to September 2020. During this time, 1984 participants were enrolled in the Program in key occupational areas of which 1331 have been verified by the Stitching OverheidsAccountants Bureau (SOAB) to have received income support and have complied with attending training courses. The verification of the remainder 653 participants has been recently concluded and is under review. During this time the Program graduated and certified 1508 participants in hospitality and culinary courses, some of which continued training and completed the history and culture, and English as a second language courses. Moreover, 336 participants graduated from the construction related courses. The Program had an outstanding graduation rate of 93 percent compared to other international experiences in the Latin America and the Caribbean region of about 80 percent. The participants who could not complete training were mostly women and likely exited the program mainly because of opportunity costs such as finding full-time jobs while in training or household responsibilities as is usually observed in the region. The program, however, benefitted mostly women (69 percent), and also benefitted youth (16 percent), and reached two of every four unemployed in the country (based on the 2018 Labor Force Survey). It is expected that the graduates will be linked to employment support services (jobs counseling and searching) to be provided by the Ministry of Public Health, Social Development and Labor (VSA for its Dutch acronym)-Labor Office. Component 2. Strengthening the institutional capacity to enhance the social protection system This component is implemented by the National Recovery Program Bureau (NRPB) with the technical lead of the Ministry of Public Health, Social Development and Labor (VSA for its acronyms in Dutch). The objective of this component is to improve the social protection system’s capacity to better coordinate social programs and respond to disasters and other shocks by developing an Integrated Social Registry System (ISRS) to support needs assessments, registration, identification and selection of the people in most need and the vulnerable. To date, the contract for the design and the development of the social registry was signed. The lockdown and foreseeable social distancing measures impacted the execution of data collection activities associated with developing the ISRS. However, these activities have been rescheduled for the first semester of June 2021 and the surveys could be collected online, and/or by phone and household visits. The process will be accompanied by a communications strategy to collect information on some key socio-economic needs of individuals to register in the social registry. Component 3 Project Management The NRPB staff required to execute the project is complete and its institutional capacity for project implementation has been further developed.
