Statistical Services Division Prepared by: Barbara Ann Eschenbach INTRODUCTION Commodity prices are important economic indicators in Bank operations. The-y are employed in the study of supply and demand for individual commodities, in estimation of export earnings, in evaluating projects, and for general purposes of economic policy and analysis. The wide range of possible uses requires both short and long term price series for a large number of commodi- ties in selected international markets. The Statistical Services Division, in consultation with the commodity economists in the Bank, malntains fairly comprehensive and up to date price information and makes it available to all staff members upon request. This bibliography has been compiled in order to serve as a ready reference to staff members who have need for such services. COMMODITY PRICES It is essential in any time series that there be strict comparability of data if the analysis is to be meaningful. Ideally, if all price attributes, with the exception of time reference, remain constant, variations will be due only to temporal change. These other attributes include unit of measure, specification, extent of processing, conditions of sale, and frequency of quotation. In practice however, it is often impossible to maintain a con- tinuous series over a long period of time, as these characteristics frequently change. When such a deviation occurs, we take note of it and depending upon usage of the information, may edit the raw data to eliminate, as far as possible, the effects of variation. The data are collected from numerous sources selected on the basis of availability, reliability, and time lag between publication and reference period for data. The information is presented in the form of ranges, average prices, modal prices, official quotations, opening and closing prices. Exam- ples of sources used are marketing reports, trade institution reports, public- ations by government agencies and international, institutions, newspapers, and 2- various other periodicals. The interval of time between price quotations is dependent upon frequency of transactions, and frequency of change in the price itself. If the price changes continuously, it is necessary to collect the data on a daily or week- ly basis; if there is a lack of si.gnificant variation, quotations may be collected only once a month. The frequency decided upon should remain constalnt, as conformity in reporting is assurance that the price quotation for a given variety under given transaction characteristics on a particular day of the week, for example, is related to corresponding price quctation on the same day of subsequent and preceding weeks. Thus, one can readily follow the variation of a price for a commodity throughout the year, with particular reference to seasonal patterns. The recorded price varies according to the stage of marketing at which the transaction occurred. A price designated as export f.o.b. is the price between exporters and importers, gross of excise and export taxes levied by the exporting country and net of export subsidies, international transport- ation and insurance charges, and import duties. An import price c.i.f. differs from f.o.b. only by the inclusion of international transportation and insurance charges. An export or import price is designated as domestic/export f.o.b. or domestic/import c.i.f. when transactions at that price apply both in the domestic wholesale market of the country concerned and in the market between exporters and importers. Where an export price differs from the domestic price only by insignificant amounts, due to small profits, commissions, the cost of storage and other minor charges, the designation f.o.b. is omitted. This also applies to an import price. When a domestic wholesale price differs significantly frcm an export or import price, it is called domestic. The term ex (point of origin, i.e. warehouse, factory, mill, etc.) refers to the price which applies only at that point of origin, and the seller agrees to place the -3- goods at the disposal of the buyer at the agreed place on the date or within the fixed period. Ex dock (named port of importation) signifies a price the seller quotes including the cost of the goods and all additional costs necessary to place the goods on the dock at the named port of importation, duity paid, if any. Ex quay and ex pier are variations of ex dock but are infrequently used. Ex ship (port named) indicates the point of destination. The term f.a.s. (named point of shipment) is the price a seller quotes in- cluding delivery of all goods alongside overseas vessel and within reach of its loading tackle. F.o.r. (name departure point) designates a price that is free on rail. A contract price is the price agreed upon directly between the parties, which may be governments, The commodities marked by an asterisk designate those currently in- corporated in the IBRD Primary Commodity Price Index for Low and Medium In- come Primary Producers.
