Bangladesh Reaching Out-of-School Children II (ROSC II) is in the sixth (extended for one year) year of implementation, and plays a key role in providing a second chance primary education to out-of-school children in targeted rural upazilas (sub-districts) and selected urban slums. The project builds upon the experiences of both public and NGO provision of education, blending formal education with non-formal means of delivery, and providing young learners with an opportunity to complete grade five and transition to secondary education. Overall, ROSC II has brought 690,000 out-of-school children to 20,400 Learning Centers (LCs) established in 148 of the most disadvantaged and remote upazilas, covering about one-third of the country. The project has also piloted initiatives in selected urban slums, and a pre- vocational skills training scheme for older ROSC students, and Reading Skills Development (RSD) program for current ROSC students. The Pilot has been expanded to cover 50000 Urban Slum children in 11 City corporations for primary education and 25000 dropped-out children from ROSC LCs and other schools for Pre-vocational training. 2. Project Development Objectives (PDO): The achievement of the PDO is rated as moderately satisfactory in view of the following : (i) progress in the number of ever supported out-of-school children has reached 690,000 (93% of the End-of-Project (EOP) target of 720,000); (ii) about 75,000 additional out-of-school children are being supported in the scaled-up urban slums and pre-vocational pilot interventions in the remainder of the project duration; and (iii) the remaining PDO indicators are either on track to be achieved or have surpassed the EOP targets (e.g. the percentage of female students enrolled in Learning Centers (LCs) is 49%; average grade retention rate is 80%; two rounds of systematic student learning assessment have been completed; the pass rate in the last primary completion exams was 88%; and the share of disadvantaged students in total enrollment is 87 percent). However, the total number of student-years supported (and thus disbursement of LC grants and student allowances) has lagged behind due to delayed establishment of LCs and low retention of students, resulting from a number of implementation challenges in the first two years of the project. 3 . The overall Implementation Progress (IP) rating continues to be Moderately Satisfactory, in view of the proactivity of new project management, including (i) measures taken to bridge the initial shortfall in LC establishment; (ii) successful roll out of education interventions in urban slums and pre-vocation training of children in rural areas; (iii) improved compliance with project guidelines during the establishment of the 2015 cohort, as well as operations of existing cohorts, including stronger oversight and effective mobilization of partner agencies for teacher training, community mobilization, monitoring, data-collection from the field and disbursement of funds. It is expected that, based on the forthcoming mission findings, this rating also can be upgraded to Satisfactory. 4 . Implementation of the project activities has been further expedited since approval of the RDPP in November 2016 and restructuring in December 2017. Internal Monitoring process has been boost up by ensuring participation of Upazila level DPE staff with clear roles and responsibilities. Upazila Education Officers (UEOs) and Assistant Upazila Education Officers (AUEOs) from all the Upazilas have been oriented. Local head teachers are included and trained for monitoring the LC activities. The verification activity with revised field questionnaire and protocol has been initiated on February 15, 2017 and completed within the agreed time period. Specialized Agency and Implementing Agencies for USCEP and PVT contracts have been signed. Some 350 compounds with 1,647 LCs have been established and fully operational with 47,957 out- of- school children in the urban slums of 10 city corporations. Three renowned NGOs have been identified for providing PVT to host community youth in the host community of Cox’s Bazar. 2 . Key Decisions: An implementation support mission will be fielded from 8th of April, 2018. Several major decisions such as, transition mechanism of ROSCII to PEDP4, impact evaluation procedures and ICR arrangements will be finalized during the mission. The ISR will be updated based on the key decisions taken.
