Has the Project Development Objective been changed since Board Approval of the Program? Yes No Sustainable Rural Development (P108766) Global Environmental Objective (from Project Appraisal Document) The global environment objective is to contribute to the goals of the National Strategy on Climate Change by reducing GHG (CO2) emission through the adoption of emission-reduction technologies and the support to the implementation of the President#s Special Program for Climate Change (PECC), with special reference to the improved environmental sustainability of small and medium-scale agri-business. A new Director for FIRCO, Mr. Ignacio Diego Munoz, was appointed in May 2013. Project implementation is moderately satisfactory in terms of direct support to investments in beneficiary producers and agribusinesses, as a larger number of those was expected to be approved. It is also moderately satisfactory in terms of the implementation of support services, including technical assistance, training, and dissemination, which are funded through GEF grant resources. This is expected to change in the second semester of 2013 with an agreement reached regarding the GEF grant disbursement mechanism that will streamline spending on support services and facilitate the approval of the target number of sub-projects under the original project loan. This is important in the context of the scaling up intended through the approved Additional Financing Loan of US$50 million for the period 2014-1026.
