Three kick-off workshops were held (either face-to-face or virtually) with Serbia, North Macedonia, and Albania on November 4th, 11th, and 18th, 2020, and with the overall participation of around 128 stakeholders from both the public and private sector. The PIUs of all three countries have played a leading role in facilitating the technical work, and in convening all relevant ministries and agencies on a regular basis throughout the consultative process. The NSW Steering Committees and Working Groups have been established in North Macedonia and in Serbia, 2/25/2021 Page 1 of 8 The World Bank Implementation Status & Results Report Western Balkans Trade and Transport Facilitation (P162043) while they are in the process of being formally appointed in Albania. The technical work has been proceeding at a sustained pace, with the assessments of the Legal and Regulatory Framework, and of the Governance and Operational Model completed in all three countries. The analyses of the 1) NSW Revenue and Fee Structure, 2) Technical and Function Architecture, 3) Service Level Agreements, 4) “As is” Analysis of Business Processes, and 5) Risk Management are under preparation and have been shared with key stakeholders for consultations;  Border Crossing Points (BCPs): The PIUs in Albania and North Macedonia have reached the EoI stage for the procurement processes related to the consultancies to perform a review of the existing physical condition and equipment and projected needs for the upgrading of the BCPs;  New Computerized Transit System (NCTS): The PIU in Albania launched the workstream on the introduction of a New Computerized Transit System in line with EU best-practices, by contracting of a consultancy to conduct a situational analysis and preparation of technical and functional specifications for the NCTS. The assessment is under implementation and a kick-off meeting with all relevant institutions was held in December 2020; Component 2:  Intelligent Transport System along Corridor X (ITS): The PIU in Serbia recruited a Technical Adviser to Support ITS Implementation and Capacity Building, and the preparatory work has been launched. In North Macedonia, with the approval of the technical specifications for ITS implementation, and preparation of bidding documents underway, procurement is expected to be launched in the Spring of 2021. With the recruitment of the ITS Experts by the PIUs by April 2021, this component is expected to begin implementation by the end of the Spring of 2021;  Railway Level Crossings (RLCs): The technical specifications for the RLCs have been prepared by the Serbia PIU and bidding documents are currently under preparation and include 58 RLCs;  National ITS Strategies: During the supervision mission in March 2020, it was agreed that the Project would finance the preparation of the National ITS Strategy in Serbia and North Macedonia to provide a framework for implementation of ITS in both countries in alignment with EU Directive and standards. The TORs were approved by the Government of North Macedonia, and implementation is expected to begin by early summer of 2021;  National Transport Strategy in Serbia: The procurement process to design a new National Transport Strategy (NTS) for Serbia was launched by the PIU in September 2020, and it is expected start of implementation by early summer of 2021;  Vessel Traffic Management and Information System (VTMIS) in Albania: The PIU in Albania launched the workstream on the design and implementation of an integrated VTMIS in September 2020. The feasibility study on the VTMIS was delivered in January 2021 and it is currently under review by the Maritime Authority of Albania and by the other relevant institutions; Component 3:  The PIU in North Macedonia engaged in consultations with the Ministry of Economy, and with all relevant multilateral and bilateral donors, during the Fall of 2020 to finalize the selection of action items to be supported by the Project as part of the commitments made under the CEFTA AP5 and AP6 to liberalize trade in goods and services; Component 4:  During the supervision period, all three PIUs have continued to strengthen their respective core teams. The procurement processes for equipment and software purchases for all three PIUs have been completed;  On institutional arrangements, the Steering Committees of the Project are operational and holding regular meetings, and the focal points have been identified and appointed by key implementing agencies; MPA Program Development Objective MPA PDO Table The Program Development Objective for the MPA is to reduce trade costs and increase transport efficiency in the Western Balkans Six MPA Table Multiphase Programmatic Approach (MPA) Status MPA Table Body Preparations are being made to begin discussions with the Phase 2 countries that have demonstrated readiness. NSW Blueprint Kick-off Workshops were held in Serbia, North Macedonia, and Albania on November 4th, 11th, and 18th, 2020, with the overall participation of around 128 stakeholders. The Project will also hold a workshop (scheduled for Comments: the second half of 2021) to bring together users (customs and border agencies) to learn about the NSW blueprint process and encourage learning between Phase 1 and 2 countries.  A grievance redress mechanism (GRM) will also be developed and integrated into the National Trade Portal that will be implemented during the NSW build phase, which will begin after the NSW blueprint phase and expected to begin from March 2021.  The team will also discuss with clients alternative mechanisms for citizen engagement.
