E4698 Somalia: Urban Investment Planning Project (SUIPP) Scope of work for the Development of an Environmental and Social Management Framework for Anticipated Investment Lending Activities 1. Background and Context The Federal Government of Somalia, the Governments of Puntland and Somaliland and the World Bank are currently in the process of preparing an urban investment activities in several of the major urban areas in Somalia, Somaliland and Puntland. These are likely to include roads primary and secondary roads rehabilitation in Mogadishu and Garowe and solid and liquid waste disposal facilities in Hageisa. During screening assessments of potential project areas the physical environment in all project areas and locations was found to be characterized by existing, strong anthropogenic imprint typical for intra-urban areas, including transport infrastructure, residences, shops, workshops, managed drainage systems and highly altered biodiversity and land cover. 2. Objectives In order to facilitate preparation of these investments, the World Bank will undertake a number of feasibility and preliminary design studies for the physical investments that will supported by the UDP. One aspect of this work will involve a study of the potential environmental and social impacts of the investments and, using international good practice norms and approaches, to prepare preliminary, generic instruments which can be used to better manage the environmental and social impacts of urban infrastructure investments in Somalia, regardless of funding source. 3. Description To achieve the above objective the work will involve the following: A. Review and screening of scope of potential investments: A review of technical planning and design documents; the assessment of their dimensions, locations, footprint and environmental and social baseline of their surroundings; an environmental and social screening of the planned project activities with identification of potential impacts; proposal and justification for triggering specific follow on requirements for studies and assessments. B. Development of Environmental and Social Management Framework: This development of be an ESMF (environmental and social management framework) covering the following:  Baseline survey  Description of identified likely impacts of investments  Description of measures to mitigate impacts  Monitoring program  Institutional arrangements for implementing mitigation measures and for monitoring their performance  Capacity development and training of the implementing agencies:  Implementing schedules and cost estimates for the ESMF  Depending on findings of the social screening, development of a RPF (resettlement policy framework) C. Contributions to Design Criteria: The work will include the development of environmental / social criteria and guidance for the planned technical / engineering studies, e.g. FS or engineering designs. D. Development of TOR for Follow-Up Studies: The development of TOR for the specific E&S due diligence instruments that - within the context of ESMF preparation - have been found to be required for identified investment projects. E. Preparation and Execution of Consultations with Public It is expected that the assignment will involve a series of in-country consultations at various levels. The draft ESMF prepared by the consultant will be disclosed to a broader stakeholder spectrum through appropriate channels to validate findings and observations, and discussed in public meetings hearings in various locations within Somalia, Somaliland and Puntland.
