49981 STATUS OF PROJECTS IN EXECUTION ­ FY05 SOPE REGION: AFRICA COUNTRY: CAMEROON Operations Policy and Country Services SEPTEMBER 23, 2005 Report on the Status of Projects in Execution - FY05 Region: Africa Country: Cameroon Introduction The Status of Projects in Execution (SOPE) Report for FY05 provides information on all IBRD/IDA projects that were active on and beyond June 30, 2005. Thus it bridges the gap in information available to the public between the Project Appraisal Document, disclosed after the Bank approves a project, and the Implementation Completion Report, disclosed after the project closes. The World Bank has issued a SOPE Report every year as an internal communication to the Board of Executive Directors. Now, in accordance with the Bank's revised disclosure policy, the SOPE Report is also available to the public. By publishing this improved report, we have addressed one of the main concerns we heard from the public during disclosure consultations ­ that the public has very little access to information on projects while they are being implemented. Readers familiar with past reports will note that projects that closed during the fiscal year are no longer included in the SOPE, since their Implementation Completion Reports are now also disclosed. The FY05 SOPE introduces a new element: in order to disclose project-by-project comparisons of disbursement estimates and actual disbursements, the SOPE report contains a line chart1 showing the original estimated disbursement schedule, the latest approved revised schedule (if any) and actual disbursements for investment operations and a table showing the loan/credit/grant amount and disbursements to date. 1 Notes: ˇ Amounts for Projects in currencies other than U.S. dollars may not match exactly due to exchange rate fluctuations over the life of the project. ˇ Disbursement graphs are not included for Development Policy Loans, which provide quick- disbursing external financing to support policy and institutional reforms. Progress toward achieving development objective(s): More coordination among government agencies has been implemented. Although training is still ongoing to allow PSMC (Pipeline Steering and Monitoring Committee) to cover all areas of monitoring and supervision, sufficient capacity is in place to enable the borrower to supervise implementation of the Environmental Management Plan (EMP) by the pipeline company and other stakeholders. Technical assistance is contracted to cover all aspects for which the PSMC has no capacity yet (coastal zone, environmental analysis for existing infrastructures used during construction phase and additional environmental analysis- soil, water, and air pollution). The Environmental Management Information System is now installed and training is underway to equip the country with capacity to monitor environmental impacts of the pipeline and hydrocarbon industry; and An oil spill response plan was adopted and is being completed by an implementation manual. Progress toward achieving development objective(s): Following a slow start, the project appears now to be on firm footing with sustained gains achieved both in terms of overall operational efficiency as well as transport volumes. Furthermore, money set aside for completing the initial investment has now been over 90% committed with track rehabilitation work to be completed by early 2006. Additionally, Camrail's (Cameroon Railway) freight operations continue to be a net contributor to Government's finances with USD 8.8 million paid to the Government in concession fees and taxes alone in 2004 and Camrail now displays financial and operational ratios that already meet end of project's objectives. Camrail financial performance continues to be affected, however, by high public service passenger deficit as well as additional track rehabilitation needs (estimated to cost between USD 25 to 32 million) to be financed over the period 2007-2012. Fortunately, the Government and Camrail have negotiated a concession amendment in April 2005 which should, if implemented swiftly, address these major issues. Progress toward achieving development objective(s): Project closing date was extended and the Government of Cameroon added the national airline (CAMAIR) to the list of companies to be privatized with World Bank's assistance. To sustain the progress achieved since project recasting, the project team is closely monitoring the detailed implementation plan for the remaining components, including disbursement, procurement and work plans. The March 2005 Supervision Mission confirmed that significant progress has been made by the Government to improve project management. Close supervision is required since key actions and progress in the privatization of some companies have been earmarked as HIPC completion points (IMF, International Monetary Fund, program). Under a pilot program to facilitate access to treatment, the project provided access to Anti Retro Viral treatment to 1,800 poor patients, who are now supported by a follow-up program funded by the Global Fund. Institutional and organizational arrangements are in place, including the Decision Committees, and 130 subprojects for communes (10) and local communities are being implemented, of which, 20 are located in Campo Ma'an zone. The project's geographic coverage is being extended to include 22 more communes and the recruitment of implementing agencies for these communes and concerned local communities is being completed and will boost the trend of project implementation. Furthermore, priority studies regarding the role of local taxes in relation to the decentralization regulatory framework, as well as the institutional support being provided to communes, are underway. Progress toward achieving development objective(s): While progress has been made, the project still faces several issues. Douala Road Maintenance Account: By March 31, neither the full amount nor the first installment was deposited into the Road Maintenance Account (as per the related covenant of the Supplemental Letter). The Douala Urban Community (UCD) issued a bond to close this financing gap and it intends to pay 1.6 billion CFAF into the Road Maintenance Account by the end of June 2005. In February 2005, an agreement was reached between the Ministry of Urban Development and the Bank to split the current annual payment schedule for the Road Maintenance Account in three installments. Consequently, the Minister of Urban Development will ask the Minister of Finance to make a formal request to the Bank so that the Development Credit Agreement can be amended accordingly. Additionally, the Government and the Bank agreed on a proposal for reallocation of the Credit funds aiming at supporting the reforms of the National Road Sector and extending the rehabilitation works to the priority Douala road network. Road Rehabilitation Works: The road rehabilitation work contracts for Lot 1 and 2 are progressing slowly but not in a suitable manner. Recently, the city has made efforts to reorient contractors towards quality and prompt implementation of their contracts. Failure to significantly improve performance would risk more stringent remedial actions including termination of contracts.
