No I. PROJECT STATUS AND RATIONALE FOR RESTRUCTURING A. Project Status 1. A Level 2 project restructuring was carried out in November 2015. It included the following changes: (i) consolidation of selected PDO and intermediate level indicators to better capture development impact; and (ii) re- aligning expenditure by transferring US$2.8 million from livestock infrastructure to animal disease control within the same disbursement category. The purpose of the transfer of resources was to sustain the achievement so far made in reducing animal mortality from diseases such as East Coast Fever (ECF), Contagious Bovine Pleuropneumonia (CBPP), Foot and Mouth Disease (FMD) and Newcastle Disease (NCD) from cattle and village chickens respectively. The level of infrastructure directly funded from the project budget was reduced. Planned expenditure on all community infrastructure such as Livestock Services Centers (LSC) tier 1 & 1+, which totaled 157 was cancelled. Instead, it was decided that all community infrastructure would be demand driven under the Matching Grant Facility (MG) of the Productive On-Farm Investments component. The tier 2 LSC were reduced from 26 to 9. The saving from these was transferred to animal disease control. A formal reallocation was not necessary because these expenditures are within the same disbursement category. 2. The project has advanced in implementation but is still rated Moderately Unsatisfactory on its Development Objective and Implementation Progress. The project made reasonable progress in the area of animal disease control where the vaccination programs for CBPP, ECF, and FMD in cattle and NCD in village chickens have significantly reduced mortality in the targeted areas. Cattle inventory by the Ministry of Fisheries and Livestock show rising cattle population from 2.1 million in 2012 to 2.89 million in 2015. Sero surveys have revealed a very low rate of infection of CBPP in many areas. From among 39,000 samples that were collected, only 27 animals tested positive for CBPP in Mulobezi, Senanga, Limulunga, and Mitete of Western Province. All the positives were slaughtered. The control of serotype SAT I & II strains of FMD has been successful as no outbreak has been reported. The characterization and confirmation of sero type SAT III strain of FMD which was reported in October 2015 has been completed and sero monitoring is continuing. Immunization for ECF for young animals is very well appreciated by farmers and the cost recovery method is working. This has helped control the disease in the targeted areas. Vaccination against NCD has had the desired impact as few or no new outbreaks are being reported in areas where the program is taking place consistently. Pre and Post Sero surveys have been conducted for all targeted diseases. Funds allocated to animal disease control have been fully disbursed. 3. The remaining challenges that impede the achievement of the PDO include slow or lack of progress in activities related to sub projects under matching grants and rehabilitation and construction of livestock infrastructure for enhanced provision of livestock and veterinary services. The reasons for the lack of implementation progress in these areas include: (i) delayed procurement of civil works; (ii) failure by selected contractors to provide the performance guarantees; (iii) delays by beneficiary grant recipients to mobilize their 25% matching contributions; and (iv) slow disbursements to matching grant recipients. This lack of progress is caused by capacity constraints in the areas of procurement management, business and technical advisory services, and administration of matching grants. Although additional key staff have now been hired for procurement and grant administration, the 12 to 18 month delay in the The World Bank Zambia: Livestock Development and Animal Health Project (P122123) hiring of the staff caused considerable loss of time in implementing the Procurement Plan and sub-projects under the matching grants. B. Rationale for Restructuring 4. Achievement of the PDO as it is stated is unlikely due to: (i) the impact of accumulated implementation delays and continuing challenges; (ii) technical difficulties to obtain regular, consistent and reliable data on the main PDO outcome of productivity; and (iii) absence of data to analyze productivity by gender of the smallholder household head. The slow progress in livestock infrastructural development through which essential livestock services would be provided to farmers, and slow progress in implementing sub-projects under the matching grants have severely undermined the project’s ability to achieve the expected productivity outcome. Moreover, the project is not supporting interventions designed to directly contribute to productivity improvements such as genetic improvements and animal nutrition through improved pasture. The restructuring is intended to refocus the project on improvements in animal health which is a major contributor to productivity improvements. Project funds will be reallocated to animal disease control activities to deepen the achievements so far made in this area. 5. This restructuring includes: (a) changing the PDO; (b) fine tuning the results indicators; and (c) reallocating funds from the Matching Grant Facility (disbursement; category 3) under component 2 - Productive on-farm Investments to component 1 - Livestock Services Provision (disbursement category 1). Essentially, the restructuring is scaling down poorly performing and slow disbursing sub-components and diverting resources to focus on animal health services where tangible results are more likely. The Matching Grant Facility allocation is being reduced because it has been slow disbursing and cannot use up all the undisbursed funds in the remaining period of the project’s life. The Matching Grant Facility has used about US$5.6 million in 4 and half years (all windows) and it is therefore unlikely that it would use the undisbursed balance of about US$12.55 million in the remaining period of project implementation. This reallocation will sustain the animal disease control activities up to the closure of the project when the Ministry of Fisheries and Livestock (MFL) will pick up the cost using its own resources. II. DESCRIPTION OF PROPOSED CHANGES A. Provided below are the proposed changes: 6. First, it is proposed that the PDO be changed to include improved animal health services as one major channel leading to improvement in production of key smallholder livestock systems. The change in PDO is designed to strengthen the focus on activities where tangible results have already been recorded and significant implementation progress has been made. The revised PDO is “To contribute to the improvement of livestock health and production of selected smallholder systems in targeted areas of the Recipient’s territory”. 7. Second, the Results Framework needs some adjustments. As the PDO is being amended, the PDO indicators require revision while some require refinement: (i) PDO breakdown indicator 1.2 “Districts endemic with CBPP” differs from the indicator “Districts verifiably cleared of CBPP” which is measured by the MFL and the Project Coordination Unit (PCU). Due to problems of defining endemicity, it has been argued that “verifiably cleared of CBPP” is methodologically correct. Further, The World Bank Zambia: Livestock Development and Animal Health Project (P122123) there is no consistent data on the “endemic” indicator, while the “verifiably cleared” indicator is being monitored by the Ministry’s annual sero-surveillance surveys; (ii) PDO indicator 2: the word “productivity” should be replaced by “production”. (iii) PDO breakdown indicators 2.1, 2.2, and 2.3 should be refined by dropping the wording “Increase in”; (iv) PDO breakdown indicator 2.4 “milk produced per cow per day” has methodological and data collection challenges. The baseline data is from Milk Collection Centers yet available reliable data is from smallholder household (SHH) surveys. It was agreed to adopt SHH survey data which measures “milk produced per SHH per year”. 8. Impact on Economic and Financial Analysis 10. Appraisal stage assumptions. The original economic and financial analysis at appraisal stage assessed the expected returns to project investments in animal health interventions and productive infrastructure and matching grants. This was also accompanied by an estimate of the parameters required to achieve an overall break even rate of return for the project. 11. Based on assumptions of disease prevalence and the potential to increase animal productivity based on the variety of project interventions, it was estimated that an overall project break even rate of return of 12 percent could be achieved if certain targets were achieved. In particular if: (i) project investments could reduce animal mortality by 10 percent; (ii) investments in livestock service centers achieved a minimum beneficiary coverage; and (iii) productive investments through matching grants were profitable and have longer term benefits of generating demand for privately provided services. 12. Implications of proposed restructuring. The restructuring will increase the expenditure on disease control and reduce expenditures on matching grants. This is expected to be neutral to appraisal level assumptions on numbers of animals being vaccinated but may lower the number of project beneficiaries as matching grant investments in the amount of US$5.7 million will not take place. The improved vaccination coverage targets are expected to reduce animal mortality and improve productivity, however. 13. Economic and financial viability of the proposed restructuring was not re-assessed. However it falls within the range of the original break even re-analysis sensitivity analysis, which tested low and high beneficiary scenarios against increased costs and delays in implementation. The proposed restructuring would now place the Livestock Development and Animal Health Project within the “low beneficiary case” scenario modeled at appraisal stage. In this scenario, it was assumed nearly 200,000 livestock producers would benefit from project investments and increase productivity between 2.4% - 2.6% per year during the project implementation period. However, the number of recorded beneficiaries by the beginning of the fifth year of implementation had reached slightly over 250,000. III.
