Has the Project Development Objective been changed since Board Approval of the Project? Yes No Component(s) Component Name Component Cost CONSTRUCTION AND REHABILITATION OF PRIMARY AND SECONDARY SCHOOLS 58.56 PROJECT MANAGEMENT AND CAPACITY BUILDING 1.44 Overall Ratings Previous Rating Current Rating Public Disclosure Copy Progress towards achievement of PDO Moderately Satisfactory Moderately Satisfactory Overall Implementation Progress (IP) Moderately Satisfactory Moderately Satisfactory Overall Risk Rating Implementation Status Overview Since the last supervision mission (October 2011), the project has continued to show consistent and notable progress. The continuing efforts of the MOE in resolving long standing issues related to contract termination, site supervision and soil tests have contributed to the resuming of all works and meeting the milestones agreed during the October mission. To date, there are no longer pending contracts under the project as all have been signed. Rehabilitation of 133 existing schools: This sub-component includes a range of interventions (such as addition of new classrooms, upgrading of electrical and plumbing systems, Page 1 of 4 The World Bank Report No: ISR6028 painting, roof repairs, new toilets). A total of 133 schools have been rehabilitated and as a result of these rehabilitations, more than 49,000 students are currently benefiting from improved conditions of learning in schools, which surpasses the initial target figure of 44,848. Construction of 50 new schools: This includes 32 primary and 18 secondary schools (which are all 12-classroom schools). A total of 37 schools have been completed (one more Public Disclosure Copy school has been completed since the last mission). The construction of 13 schools is currently well underway with an average physical progress rate at 62.4%. The two contracts to complete 2 schools in Missan (currently at a physical progress of 55% and 76%) were re-tendered and signed in February 2012. Six-classroom extensions at 21 schools: The project added this sub-component when it was restructured in September 2010. To date, all 7 contracts for the construction of 21 schools have been signed. The requirement for a soil test for each site – which was the main hindrance to implementation – was fully resolved by the Minister in November 2011. Fourteen schools are currently under construction with a physical progress rate of 10%. As for the 7 remaining schools, contracts (which had been re-tendered and experienced delays during evaluation) were signed only on December 26, 2011 with works expected to start in February 2012.
