PWA has developed the WL as recommended by the stakeholders and was approved by the ministerial cabinet and was forwarded for the President endorsement. The PWA started with the relevant local institutions reviewing the OS, job descriptions and staff files as basic steps for the RoS. This delays affected the proper implementation of the capacity building component. Page 1 of 6 The World Bank Report No: ISR12908 The project has been progressing in other issues such as developing the water sector policy, strategy and action plan; as well it has identified needed regulations, where many of them have been drafted. The task team (LEGAL) have drafted the Financing Agreement pertaining the SIDA co-financing of US$ 1.00 million. The Ministry of Finance has requested the restructuring of the project; (i) extension of the closing date from July 31, 2014 to December 31, 2015, (ii) Modifying the result framework and (iii) modifying of the allocation of the category of Public Disclosure Copy expenditures. The restructuring is under process. The proposed restructuring is necessary to keep the project development objective viable and achievable. This will be the first restructuring of the project.
