The Project Development Objective (PDO) is to provide direct income support to low-skilled and long-term unemployed citizens through their participation in labor-intensive community works, to be selected and implemented in a highly participatory manner by civil society associations in Jendouba, one of the most underserved governorates in Tunisia. The project is progressing well with a disbursement rate of 90.65 % at the end of August 2015, which indicates that it is on track for completion of activities as planned and that it will achieve its project development objective. The project has two components: Component 1 - Community-based public works and local participation; and Component 2 - Project management, monitoring and evaluation, and dissemination of knowledge. Under Component 1, two Requests for Proposals (RfPs) targeting civil society organizations (CSOs) for the implementation of public works have been successfully launched. Both RfPs have benefited a total of 3,111 beneficiaries (54% women) through 72 sub-projects implemented by 59 different CSOs. Results surpassed the project’s original results indicators, set at 3,000 beneficiaries (of which 30% shall be women). The first RfP, launched in July 2013, was successfully completed in February 2014. Within this RfPs, 32 sub-projects put forward by 20 different civil society organizations were selected for funding, benefiting a total of 1,230 individuals. The second RfP, launched in November 2014, received 98 proposals submitted by 61 different civil society organizations. Of this total, 40 proposals put forward by 39 different civil society organizations were selected for funding. Implementation of sub-projects under the second RfP is close to completion, benefitting 1,881 beneficiaries. All associations whose proposals were selected as part of these two RfPs have benefited from capacity building / training seeking to improve their overall project management capabilities. Under component 2, an on-line M&E system was developed (the SIGSEP). The system is primarily used to ensure proper management of project activities, collect relevant data, and promote transparency and good governance. A process evaluation of the project was carried out in May 2014, to identify key bottlenecks in project implementation. These included: payment delays, problems faced by NGOs when using the SIGSEP, and the lack of an adequate feedback mechanism for NGOs that were not selected to participate in the project. The Bank team has addressed all three issues, and revisions were introduced in the second RfP. While the process evaluation was useful in identifying and correcting implementation bottlenecks, it did not provide information about the project’s impact on beneficiaries’ livelihoods. Therefore, and given that the grant has the potential of being scaled up nationally, an impact evaluation is being launched thanks to funds secured through DIME and the project’s approved restructuring. The impact evaluation is expected to be completed by April 2016. Environmental Management Policies Some environmental issues (namely limited enforcement of required standards for workers safety, the construction of a sceptic tank in a school site without proper technical standards, and mismanagement of garbage waste within a project site) were identified during the implementation of the second RfP. Although mechanisms to identify and mitigate environmental risks are in place, the implementation of mitigation measures was sometimes weak because such costs were underestimated by sub-projects.
