The rehabilitation component, comprising of 133 schools, has been successfully completed, but the new school construction component is behind schedule for a variety of reasons including: security issues, weak implementation capacity, low quality of works and poor site supervision. As of February 2011, 32 new schools (representing 64% of the planned program) have been completed and are operational. Regarding ongoing contracts, 1 out of the 18 remaining schools is completed, 2 are 99% completed, and 5 are under contract termination but will be re-bid. The MOE reiterated its strong commitment to the project during the recent mission, and has agreed to increase the supervision role of respective departments of the Ministry of Education (MOE) and Directorates of Education (DOEs) at the Page 1 of 4 The World Bank Report No: ISR2868 governorate level in order to speed up implementation and disbursement. Public Disclosure Copy The construction of six-classroom block extensions to 20 existing schools - which was added during the recent restructuring of the project - is currently at evaluation stage for 15 classrooms. Construction of these schools is expected to start mid-April 2011. The MOE will select five new schools to replace the five of the original ones that could not be used due to various problems. The PMT restructuring is underway and should be completed by the end of March 2011. Restructuring History There has been no restructuring to date.
