Technical Assistance for Capacity Building in the Hydropower and Mining Sectors
Project ("HMTA")

The Technical Assistance for Capacity Building in the Hydropower and Mining Sectors project ("the
Project") is being implemented by the Government of the Lao People's Democratic Republic ("Lao
PDR") through the Ministry of Energy and Mines ("MEM"). The Project is being funded by the
International Development Association ("IDA") under Grant No.Q66so-LA; Grant No.H539-LA and
Grant No.TF099572-LA

The Project maintains its records and prepares its statements of receipts and disbursements and
fund balance on the cash receipts and disbursements basis of accounting. Any direct payments made
by financiers for the Project's expenditure are recorded by the Project when notification of payment
is issued by the IDA.

The statements of receipts and disbursements and fund balance are the responsibility of the Project's
management.

As the responsible officials, we do hereby state that the statements of receipts and disbursements and
fund balance, to the best of our lmowledge and belief:

 •   have been prepared in accordance with the IDA's requirements; and
 •   have been prepared in all material respects of the fund balance (including the Statement of
     Special Account) of the Project as at 31 December 2014 and its cash receipts and disbursements
     for the year ended 31 December 2014 in accordance \\~th the basis of accounting set out in Note
     2 to the financial statements.

We also hereby state that the statement of receipts and disbursements only includes costs which are
eligible for Project Preparation Advance Agreement Grant No.Q66so-LA, Financing Agreement
Grant No.H359-LA and Grant Agreement No.TF099572-LA and adequate supporting
documentation has been maintained for these costs.
