It is noted that ULGs, e.g., Gambella, continue to score very much lower than the average. Infrastructure and Service Delivery Performance (DLI #3): the target score for this third APA is 80 points on average, and actual performance of the ULGs was 94.07 points on average. It is noted that ULG, e.g., Gambella, continues to score very much lower than the average. Local Economic Development, Urban Resilience, and Gender Mainstreaming (DLI#4). The target score for this third APA is 65 points on average, and actual performance of the ULGs was 97.13 points on average. Performance in Capacity Building (DLI # 5). The regional governments have performed well on this DLI. All regions have satisfactorily supported the ULGs and fulfilled the requirements accordingly. Financial Audits (DLI#6). All ORAGs were found to have conducted their audits timely, but the quality of the audits and the fairness of opinion should be improved. Review of Safeguards Compliance (DLI#7 - All regions have conducted the audits on time and do due diligence in the area, but quality has been found an issue and requires further improvement. Support to Mobilize Revenue (DLI#8). Regional governments (specifically their Regional Revenue Authorities/Bureaus-RRAs/RRBs) – The regions have supported ULGs in revenue potential study and conducted consultations. Despite efforts by the regions there are concerns that must be complied with and by the regional bureaus in addressing the issues as expected in the program document. Procurement Audits (DLI#9). The regions have done an excellent job in this area and the audits have produced a valid finding. ULGs should adhere to addressing the gaps identified and streamline procurement activities as pre the relevant laws and regulations.
