Key development issues and rationale for Bank involvement While donor engagement in Public Administration Reform (PAR) in Afghanistan has had some positive impact, it has been unable to build sustainable institutional capacity on the level required to manage the increasing challenges of transition. Service delivery and budget execution in ministries is still largely handled by ‘the second civil service’, contracted staff who answer to donors rather than government structures. This multi-donor project will be funded on-budget through the ARTF, to increase government ownership, reduce the number of independent donor interventions, and provide a mechanism through which to draw capacity into the core civil service in a manner that provides more institutional sustainability. II. Proposed objective(s) The proposed PDO is to improve budget execution and service delivery in some key areas of Government operations. These would be achieved through: (i) reorganization of key ministry structures; (ii) improved management practices and professionalized staffing by civil servants; (iii) improvements in the civil service management environment; (iv) expansion of training opportunities; and (v) strengthened government oversight. III. Preliminary Description The project will assist selected ministries to integrate and incentivize in a strategic manner their restructuring, organisational, staffing, institutional, and human capacity development efforts to deliver clear budget execution and service delivery targets supported by a framework of approved rules. There are three components as follows: (1) Capacity Building for Results Facility; assisting Ministries in the preparation and implementation of comprehensive reform plans or ‘Capacity Building for Results Programs’ (2) Enabling Environment for Capacity Building for Results; including training programs and support for whole of civil service reforms and (3) Project Management and Oversight.
