Dear Mr. Qahhorzoda:
Republic of Tajikistan: Higher Education Project
Amendment Letter to the Financing Agreement (Credit 5702-TJ) and the
Financing Agreement (Grant D082-TJ)
We refer to the Financing Agreement (Credit 5702-TJ) and the Financing Agreement (Grant
D082-TJ) between the Republic of Tajikistan (-the Recipient") and the International Development
Association (the "Association") for the above-mentioned Project both dated August 7, 2015 (the
"Financing Agreements").
We also refer to your letter dated April 30, 2021, requesting the Association to make certain
amendments to the Financing Agreements.
We are pleased to inform you that the Association concurred with the request and therefore,
proposes to amend the Financing Agreements as follows:
I.    In Component 1 of Schedule 1 a new Sub-component 1.3 is to be added to read as follows:
Sub-component 1.3: Improvement of learning environment of HEls
Improvement of learning environment of HEIs through (i) provision of ICT and
laboratories equipment to HEls; and (ii) strengthening distance-learning capacity at selected
HEls to address challenges associated with COVID-19".
2.    In Sub-component 2.1 of Schedule 1 a new section (d) is to be added. Thus, Sub-component
2.1 is deleted and replaced in its entirety to read as follows:
Sub-component 2.1: Quality Assurance Enhancements
Capacity development for monitoring and improving the quality of higher education
through: (a) implementing minimum standards for conducting and reporting on graduate
tracer studies: (b) building capacity of the relevant Recipient's authorities and higher
education institutions for quality assurance consistent with the European Standards and
Guidelines/br Quality Assurance in the European Higher Education Area; (c) developing,
piloting, and approving new standards and guidelines for external and internal quality
assurance at institutions of higher education; and (d) developing a roadmap of the higher

education system's reforms to be implemented by the Recipient with a purpose of joining the
Bologna process."
3.    Section IV.B.2 of Schedule 2 is deleted and replaced in its entirety to read as follows:
'2.   The Closing Date is October 31, 2022."
4.    The following new definitions are to be added to the Appendix in the alphabetical order and
the rest of the definitions are to be renumbered accordingly:
-Bologna process" means a series of agreements between European countries to ensure
comparability in the standards and quality of higher-education qualification to make higher
education more inclusive, accessible, attractive and competitive worldwide.
"lCT" means an information and computer technology.
-'COVID-19" means the coronavirus disease caused by the 2019 novel coronavirus (SARS-
CoV-2)."
Except as specifically amended in this amendment letter, all other terms and conditions of the
Financing Agreements shall remain in full force and effect.
This amendment letter shall become effective on the date upon which the Recipient dispatches
to the Association a notice that the execution and delivery of this amendment on behalf of the
Recipient has been duly authorized or ratified by all necessary governmental actions.
