The Parliament of Ethiopia approved the Financing Agreement for the operation on February 4, 2020, and a Legal Opinion has been issued and shared with the Bank. The effectiveness deadline is March 3, 2021 and the Bank and Counterpart teams are working towards meeting the conditions for effectiveness. In order to ensure coordinated donor support to the PSNP 5, a new Multi Donor Trust Fund (MDTF) for the operation has been established. In order to respond to increased food insecurity in the country, Additional Financing of US$37.5 million from the Crisis Response Window (CRW) Early Response Financing (ERF) is being processed.. At the same time, the operation is undergoing a simple restructuring to marginally revise four Performance Based Conditions (PBCs) whose targets are unlikely to be met, given the current operating context in northern Ethiopia.
