The Financing Agreement was signed on June 12, 2014. The project is effective since September 8, 2014. The last mission in April 2017 was meant to contribute to the preparation of mid-term review, which shall be concluded in third quarter of 2017. In particular, the information being collected on the implications of the major factors of success of the FY17 cashew campaign on some of the more innovative initiatives in the project (e.g: linkages of producers and processors) will inform the mid-term review process. The project has leveraged additional funding for a complementary US$1.2 million IFC Advisory Services project (Cashew Sector Development Project - #601016), which was approved in October 2016 and is being implemented. The IDA project also supported the development of an IFC US$3 million loan to Frutas & Legumes that will expand the production of cashew, dried mango and sesame, and diversify the agriculture produce (#39095). The integration between the Project and other initiatives supported by the WBG to promote private sector investment will continue to be very important for Guinea-Bissau. Achievements in project activities include the following so far: Component 1: Promoting the Development of Agribusiness 1. Completion of accounting for FUNPI (Fund to Promote Industrialization of Agricultural Products) for years 2011 to 2014 and audit of FUNPI for the same years; 2. Support to government in launching cashew campaign in 2015 and 2016 – which have been the best years in income for producers in a long time - including in providing data allowing for decision to suspend FUNPI, as well as limiting the number of policy changes that would put at risk the farmers’ income. Assistance to Minister of Finance in launch of 2017 campaign in a more difficult political environment; 3. Support to the hosting by Guinea-Bissau of the 10th Africa Cashew Alliance (ACA) Conference in Bissau in September 2016 with significant success. The annual ACA Conference is the main event related to the cashew sector in Africa; 4. Completion of review of all private and public sector initiatives in cashew processing plants in Guinea-Bissau and identification of areas for developing community-level processing in Guinea-Bissau; 5. Established linkages between three cooperatives representing over 4,000 producers and a cashew processing plant; 6. Provided improved seeds and materials for 1,500ha of rice production for farmers that also produce cashew in Biombo, Oio and Cacheu provinces; 7. Established the strategy for increasing productivity of cashew plantations in Guinea-Bissau, which will be followed by implementation in 2017-2019; 8. Completion of national survey of cashew producers reaching 4,000 households; 9. Completion of quality reviews of 14 cashew processing plants; 10. Performed investment case for opportunities in cashew processing in Guinea-Bissau, including listing investors with potential to reach out; 11. Completion of workshops on cashew processing, value-chain review, and financing; Component 2: Developing Entrepreneurship 1. Completion of assessment of warehouse receipts system; 2. Completion of strategy to simplify import/export procedures; 3. Supported the establishment of the Commission of Investment Climate Reforms; 4. Established the interconnection between DGCI, DGA, DGCC, DGT, CFE and a one-stop-shop for imports exports; 5. Legal support in preparing decree to facilitate processes of registering firms; 6. Preparation of regulation that allows for sustainability of the one-stop-shop for business registration without depending on donor support; 7. Preparation of an operational manual of the one-stop-shop for business registration; 8. Developed strategy for the introduction of entreprenant and Centre de Gestion Agréé (CGA); 9. Due-diligence review on the environmental and social impacts of the phosphate mining investment in Farim; 10. Workshops on investment climate; 11. Facilitation of comments from World Bank on PPP Law and Labor Law in public discussion; 12.
