NAHEP target 75 AUs nationwide, including 63 State-level AUs, five Deemed Universities, four Central Universities with Agricultural Faculty and three Central-level AUs. The total project cost is USD 165.0 million over a five-year implementation period and is financed by an IBRD loan of USD 82.5 million, which was approved on August 3, 2017, and Government of India funding of an additional USD 82.5 million. Under NAHEP, students would benefit from: (a) a movement from teaching- to learning-centered education, leveraging ICT and external partnerships; (b) piloting effective stakeholder participation in curricula development, pedagogy options and course evaluation; (c) increased gender equity in educational access through vocational and technical certificate programs, particularly for rural women; and (d) an improved learning and academic environment that would both expand and sharpen their skill sets needed for future employment. Also, through NAHEP, faculty would benefit from: (a) increased collaboration between Indian AUs and the global academic community to raise research quality and its linkages to educational quality and relevance; and (b) training and capacity-building to improve educational delivery and its learning outcomes. NAHEP has three components: Component 1 – Support to AUs – would competitively award Institutional Development (IDP) Grants, Center for Advanced Agricultural Science and Technology (CAAST) Grants and Innovation Grants to participating AUs to (i) improve learning outcomes and future employment for AU students; (ii) improve AU faculty teaching performance and research effectiveness; (iii) establish multidisciplinary centers for teaching, research and extension on critical and emerging agricultural topics; and (iv) make AUs reform ready (i.e., attain accreditation). Component 2 – Investment in ICAR Leadership in Agricultural Higher Education – would finance institutional reforms within ICAR to enhance its effectiveness in coordinating, guiding and managing agricultural higher education. Component 3 – Project Management and Learning – would strengthen ICAR’s management capacity for project implementation and finance the dissemination and communication of NAHEP interventions, outcomes and impacts. The Results Indicators for the project include: • Increased AU on-time graduation rates; • Increased cut-off scores for students in ICAR Entrance Tests; • Increased student placement rates; • Increased faculty research effectiveness; and • Number of project beneficiaries, disaggregated by students and faculty At this early stage of NAHEP implementation, the Project Development Objective (PDO) remains achievable and the PDO rating remains Satisfactory. In early 2018, the NAHEP Steering Committee reviewed and approved 8 IDP, 8 CAAST and 10 Innovation Grants, representing a total commitment of Rs. 452 crore. Given the significant NAHEP budget shortfall to finance the initial implementation of these 26 Grants, the Implementation Progress (IP) of NAHEP has been downgraded to Moderately Satisfactory. Action to resolve the budget shortfall is expected shortly.
