The project has partially met its development objective of technical and human capacity built to effectively manage solid waste generated in selected inhabited islands of the Ari Atoll, thereby reducing the environmental risks to marine habitats and greenhouse gas emissions. Implementation of the project led to the creation of a model for island based solid waste management (SWM) in one of the five pilot islands, i.e., Ukulhas, which has been fully replicated in Fenfushi and Digurah. On the basis of the island waste management plan (IWMP) that centers on community participation in source segregation, introduction of user fees and island level composting of the organic fraction of the waste, Ukulhas, Fenfushi and Digurah have put in place a program that demonstrates fully functioning integrated island models in the country. The Ukulhas island council is now undertaking composting training and has trained 30 councils and resorts up-to-date. Dhangethi has commenced the composting process, but yet to operationalize the IWMP fully. A minor design improvement to the composting pad of all islands except Ukulhas has to be made to ensure appropriate collection of leachate and storm water which is expected to be completed by project closure. The barge for island-level residual waste transfer to a regional facility is currently being constructed in Thilafushi and expected to be handed over for operations by end of the project. There is still a delay in the government co-financed Thoddoo IWMC, which is expected to be completed by end of November, 2014. Therefore ,the IWMC can be only function in early December 2014. Waste management equipment has been procured and delivered to the pilot sites. The reporting of the proposed institutional mechanism for the transfer of residual waste to a regional facility has been drafted. The strategy for operationalizing the other EU-supported IWMCs in the other islands of the Ari Atoll and cost recovery system for the transfer of residual waste to a regional facility is expected to be submitted by November 25, 2014. However, a field assessment of the waste has been done and the total waste generation in all 5 islands is identified as approximately 7 tons. While the target value has been overestimated, the project has created waste management and disposal capacity of 5 tons in 4 out of the 5 participating islands. Completion of Thoddoo IWMC by end of the project will ensure 100% of the required capacity will be in place.
