Proposed Development Objective(s) Public Disclosure Copy The Development Objective of the project is to strengthen institutional capacity for improved management of the education system. This would be carried out through reinforcement of the institutional organization and systems, applying management tools and training of human resources. 3. Project Description III. Project Context Building on the reform efforts in the education sector, the proposed Project would provide financial and technical assistance to improve the management of the education system. The Project would have two main components: I. Reinforcing institutional capacity: Capacity constraints in management as well as monitoring and evaluation of the education system have been identified and acknowledged at the highest level and are part of the country’s development strategy as well as the Education Strategy. Therefore, this component aims to reinforce the capacity of the MNEVTMNEVT at the central, regional and school level to improve performance and management of the education system through the following areas: (1) Improving management and accountability by (a) defining roles and accountability structures, developing procedures that introduce performance based management tools such as annual work programs to all departments at the central, regional and school level; (b) strengthening planning and management of financial, material and human resources for greater efficiency in resource use; and (c) supporting the systematic collection, analysis and sharing of information and harmonization of the various information systems to monitor and evaluate the performance of the ministry in delivering education services, on the one hand, and to monitor and evaluate the performance of student learning. (2) Supporting a new governance structure for TVET by (a) supporting the institutional development of a newly established Directorate for TVET; (b) supporting the establishment of a national authority for TVET with public and private sector participation that would facilitate the links between the education system and the labor market towards greater external efficiency; and (c) introduce successful models of managing TVET through training and study tours. (3) Strengthening efficient management of textbooks by (i) strengthening capacity in publishing program planning, costing, budgeting, procurement, stock control and distribution of textbooks; (ii) Develop processes for prolonging the life of books in schools and helping teachers to collect book data and manage their learning resources to ensure maximum life and usage; and (iii) Upgrade offset printing facilities which play a vital role in the piloting of texts and the production of teacher’s guides, and explore the viability of using digital textbooks to reduce the cost of production through a study and a pilot with an impact evaluation. (4) Enhancing project management by (i) Reinforcing the capacity of the Projects and Maintenance Unit in procurement, financial management and monitoring and evaluation of project implementation activities and (ii) supporting the establishment of a Steering Committee for project oversight to oversee and supervise the implementation of education projects. II. Consolidating efforts in increasing quality of the learning environment: The Government of Djibouti has expressed the need to continue its efforts in expanding quality of the learning environment in schools and technical colleges. Therefore, under this component, the project will finance the provision of school equipment and learning material and some construction work within the school compound that would enhance the school Page 1 of 3 environment in a middle school (Hodan 3) that was built under a previous IDA project. It will also finance minor repairs and the provision of basic equipment in the seven technical colleges that would improve the learning environment. 4. Project location and salient physical characteristics relevant to the safeguard analysis (if known) Overall, the project focuses on technical assistance and the provision of equipment. There will also be some civil work activities but most of them will consist of minor repairs such as: (i) upgrade of electrical wires, paint works, repair of wall cracks, damagedceilings, floors, and workshops to ensure minimum working conditions in seven technical colleges (including the “Lycée Industriel et Commercial�, (LIC)); in the case of the LIC, the Public Disclosure Copy roof will also be repaired; (ii) minor repairs will also be carried-out in one building at the National Education Research and Information Production Center (CRIPEN) which will be used to store textbooks. Given the nature of the planned works, and the fact that they will not involve any structural changes, it will not be necessary to carry out an environmental assessment. Environmental safeguards for these activities will be ensured through the contract and contractual provisions. Moreover, given that these activities are within existing buildings owned by the government and will not entail any acquisition of land nor the involuntary reinstallation of people, there are no social safeguards implications The project will also include the construction of rooms within an already existing middle school compound which was built on publicly-owned land (Collège Hodan 3). This middle school was built under the previous IDA-financed project (School Access and Improvement Project (SAIP)) which closed on December 31, 2011. Due to the lack of funds under the SAIP, some works such as: the construction of computer and multi-purpose rooms, sport field, changing rooms (“vestiaires�), two rooms for the director and school staff, had to be re-scheduled and will be completed under the new project. Since these activities were included under the previous project, their environmental impact was assessed in the environmental impact study which was carried-out under the SAIP. There will be no additional work, in the new proposed project, other than the one originally planned and assessed, and therefore no additional assessment is required. 5.
