Additional software modules for the administrative and academic information management subsystem of the HEMIS have also been developed and implemented. The HEMIS provides better guidance, support, and direction to Universities. The HEMIS improves coordination for policy making and planning among the many actors responsible for the management of higher education. Quality Assurance: Self-assessment has been completed in three more state universities, bringing the total of universities completing self- assessment to 20 out of the 70 state universities (28.5%). Additionally, two private universities have been accredited after self-assessment and external evaluation. It is expected that by the end of December 2021, the six state universities that are part of the pilot accreditation will complete self-assessment using the new accreditation standards developed under the project, and 10 more state universities are starting the same process. Establishment of basic teaching laboratories: To date, 104 basic teaching laboratories have been delivered. Out of them, 90 basic teaching laboratories have been installed and incorporated in the academic process. The Academic Innovation Funds projects: 30 projects are advancing in implementation and are expected to be completed by the end of the 2021 calendar year. Major agreements: Index of Relevance: The Ministry of Higher and Specialized Secondary Education will launch the mid-term survey on the relevance index in September 2021, and the index will be calculated by December 2021. The final survey must be conducted no later than Fall 2022 for the final measurement to be established by the Project closing date. Development of the e-library: It has been agreed that the development concept will be submitted to the Bank by the end of July 2021, and that the platform of the e-library will be developed by February 2022.
