Basing on content of the meeting report between inter-branch of Ha Tay province,
Power Engineering Surveying Enterprise 1, Power Engineering Consulting Company I and
I               relative local authorities with presiding of Ha Tay industrial office. The beginning point of
branch 110kV route is tower No 22 of Chem - Phuc Tho 110kV route. The end point is
2x4OMVA    110/35/22kV  substation salvaging and expanding existing Troi 35/10kV
intermediate substation location. The route will cross Tan Lap village, Dan Phuong district
and Troi town, Hoai Duc district. The length total is 3285m (llOim on Hoai Duc district,
2175,8m on Dan Phuong distfict, route surface attached).
After considering route surface, substation location and consulting opinions of relative
branches and local areas, People's Committee of Hoai Duc district agrees the route option and
substation location above.
I                     In next investigating steps, People's Committee of Hoai Duc suggests Power

crossing of T1-3 canal), then along TI-3 canal to G3A (about 80m far from rubbish dump of
village) and to G3B (Go Meo, group No 12) and to the substation (diagram attached).
In investigating process, People's Committee suggests Power Engineering Surveying
Enterprise 1 coordinating closely with local area to implement project conveniently.

1. Description of location was prepared to implement the project:
- Location: the substation is located in a rice field of Giang Xa hamlet, Duc Giang
village, Hoai Duc district, Ha Tay province.
+ The east of substation: there are rice fields of Lai Xa hamlet, Kim Chung
village.
+ The west of substation: about I lm far from the road to Troi intermediate
substation.
+ The south: about 7m far from the road to Troi 35/10kV intermediate
substation.
+ The north of substation: about 120m far from highway No 32.
- I1OkV overhead line: crosses Tan Lap village, Dan Phuong district and Troi town,
Hoai Duc district, Ha Tay province.
|                     - Area: 3470m2.
- The distant is nearest to residential area: The distance from the west of substation
|               to center of Hoai Duc district is about 0.5km.
- Actuality area: rice fields.
- Source of water: well, water tank
- Traffic system provides raw material and transport product: A road with 170m
long from the highway N° 32 to the substation will be built and expanded. Raw material will
|               be transported via this road.
- Location receives wastewater in the project: in general, construction creates a little
wastewater and can ignore.
+ Workers can hire the house of local people and live with them. Wastewater is passed
waste water system so it does not pollute environment. After the camps are completed,
the worker will be here. At the time, toilets and well are built which have to ensure
standard of living and waste materials are eliminated through waste water system of
I                     commune.
+ In operation stage: a waste water system will be built for the substation including:



* Water supply system: water for toilet of control house, water of operation,
management and rest part is provided by well form depth 60m underground. Water
from well is passed by filter equipment and collected to (3x2x1.5)m tank then
I                     provided to using parts.
* Drainage system for water and failure oil includes collecting wells, pipes and
|                     failure oil tank.
- Location receives and proceeds waste hard material: The waste hard material
such as lime, cement, sand ...will be gathered and transport to conventional location.
2. Production technology brief:
- Investment total: 39,277,852,463 VND
- Raw material, material, auxiliary material schedule: The materials service for
building: cement, steel and sand...
I                  - Transport, supply and maintenance method for raw material, material, auxiliary
material: Transport by lorry with canvas from highway N° 32 to the substation.
- Apparent power: 2x4OMVA, one 40MVA transformer will be installed in first section.
- Specification: The electric equipment in substation are selected and located according to
|                  existing Vietnamese standards, EVN regulations as well as applicable intemational
standards.
- Transport method for equipment: by lorry.
3. Source of pollution:
- Exhaustfumes:
|                     + Source of cause: Exhaust fume of vehicles, equipment and dust is produced when
constructing.
|                     + Concentration: Low exhaust fume's concentration is no affect because the building
is far away from residential area.
3               - Waste water:
+ Source of cause: From the constructing and the living of worker.
+ Volume: Wastewater from the building is unimportant.
I               - Hard sewage:
+ Source of cause: From the constructing and the living of worker.
|                     + Volume: negligible.
- Trouble arises because of the constructing:
+ Burning:
- Source of cause: the burning can be arisen because the transformer is over-
temperature or electric failure.
- Affect size: Because the substation has the protection barrier therefore the
bumrning is no affect to round area.
+ Oil leeks of transformer:
- SouL-ce of cause: oil leeks of transfor-mer- can be arisen in operation.



- Affect size: No affect to round environment because the substation has a
failure oil tank.
4. Mitigation measure
U               - Exhaustfumes: material is transported by lorry with canvas.
- Waste water: In operation, waste water system is from WC to PVC pipe and pass to skill
box then goes down process tank. Process tank is three bays, 10mi3 capacity. The water from
process tank is moved by water system for living.
- Tree ratio for precinct in substation: many trees are planted in order assure cleanly
environment.
- Methodfor trouble prevention and resolution:
+ Method:
- In the breakdown case, oil running from the transformer down to the collecting hole
and be discharged immediately through the back steel piping 0200 to oil tank with size
of (3x4.5x2.2) m. In here, oil will be separated from water and kept in.
|                     - Chemical fire extinguishers are available in functional rooms of control house and
some places of out side distributing part.
3                     - Cost: included in operating cost.
- Harmful chemicals are not used.
5. Environment monitoring program:
- In construction stage:
+ Monitoring about air and noise: 2 persons/day/month.
I                     + If there are complains, monitoring number will be increased.
+ Prepare cost: l.OOOUSD

Discussion and Comments
Project description, scope, objectives and resettlement issue of the project are raised
and discussed. There is also introduction of line route analysis. And the priority time is given
for the assessment and comment on the methods for minimizing environmental impacts.
Vietnamese decrees and circulars for environmental protection as follows:
- The Government Decree No 175/CP, October 18th, 1998 on guidelines to implement
environmental protection law.
- The Government Decree 54/1999/ND-CP, July 8th, 1999 on the protection of the high
voltage networks.
- Circular N°. 490/1998/TT-BKHCNMT on guidelines to prepare and examine DIM
report for invested projects.
- Environmental standard for land envi ronmental protection.

- Environmental standard for noise.
|                    - Environmental standard for residential area protection.
- Environmental standard for landscape and natural preserved zone.
The attendant has agreed on some basics:
- The proposed line route passing through the location according to the profile No.: 12-
I                 2004-IDT-VT-01 is the appropriate alternative. It has put into consideration of the future
development plans of the province and avoids protected areas as well as inhabited areas.
-  It is agreed to the methods for minimizing environmental impacts during the time of
construction and after project completed.
-  Local authority will be responsible to inform the local the necessary actions to be taken.
Issues need further attention:
I              -  Keep hygiene for water.
- Tidy up rubbish daily and when finishing construction.
I              -  When beginning construction, compensation must be done.
- Minimize noise when constructing
