Early achievements toward getting the project up and running include: 1) The Memorandum Of Understanding (MOU) was signed on November 22, 2013 among nine agencies namely Ministry of Finance, Ministry of Labor, Ministry of Interior Page 1 of 4 The World Bank Report No: ISR13851 (department of local administration and department of community development), the Human Rights Commission, the Southern Border Province Administrative Center (SBPAC), the National Economic and Social Development Board (NESDB), the Prince of Songkhla University and the Executing agency. Representatives of these organizations have formed a Project Advisory Committee chaired by a representative from the Ministry of Finance; 2) Local Technical Working Committees in each province are being formed. All three governors agreed to chair the committee in each of their respective provinces; 3) all necessary staff are hired and being trained; 4) operational manual has been finalized, translated and is Public Disclosure Copy being used for training; and 4) baseline data will be collected during March and April 2014.
