Substantively, the implementation of the Grant activities has advanced under both components: COMPONENT 1: ACET'S CORE ACTIVITIES IN POLICY DESIGN 1.1. African Transformation Forum (ATF). The second ATF (ATF 2018) was held in Accra from 20th to 21st June 2018. The occasion was well 12/28/2018 Page 1 of 6 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Support to Regional Knowledge Capacity (P167357) received and honored by the President and Vice President of Ghana, the President of Rwanda, the Vice President of the Cote d’Ivoire as well as finance ministers from Ghana, Burkina Faso and Rwanda. Beyond the progress on policy dialogue across the Pan-African Coalition for Transformation (PACT - see item 2 below) themes, key outcomes of the ATF 2018 include: i) the creation of an online portal for continuous engagement between PACT members; ii) a platform to engage African think tanks and policy institutes; and iii) the African Transformation Leadership Panel. As ACET is increasingly asked to provide secretariat or convening services and support to partners and clients, the ATF is of the highest importance for ACET’s capacity to deliver policy to action (PDO). Through the organization of the ATF, ACET is refining its convening skills while also increasing the awareness of ACET as a convening power. The ATF included high-level policy representation that gave the event additional weight, as well as concise and results-oriented plenary session around the five PACT Chapters. 1.2. The Pan-African Coalition for Transformation (PACT). The Grant partially supported activities under five PACT chapters: (i) the Extractive Chapter was further developed and integrated through the ATF. The outcomes of the forum included a renewed group of PACT Extractives member countries with two additional countries, Niger and Sierra Leone. The discussions provided some concrete examples on the role of ACET and the scope of the Chapter, which ACET could drive over the next year. South Africa’s Chief Director of Department of Energy expressed interest in facilitating ACET as a country chair. (ii) The Resource Mobilization and Monitoring Chapter, which is currently operating within the framework of the Compact with Africa, limited its focus to Domestic Resource Mobilization. In view of that, and in conjunction with the Government of Ghana and the International Monetary Fund (IMF), ACET hosted the forum for participating countries to learn and share experiences on how to address the current challenges of domestic revenue mobilization. The deliberations from the conference were further explored at the RMM Chapter meeting at the African Transformation Forum. The RMM Chapter is currently engaged in the production and finalization of country matrices. (iii) For the Youth, Employment and Skills (YES) chapter, an initial analytical work is at the verge of completion; a pilot youth employment policy dialogue was launched in Ghana in April 2018; and numerous governments and other stakeholders participated in a full day youth, employment and skills dialogue on the margins of the African Transformation Forum in June 2018. (iv) Beyond the ATF plenary session for the Agriculture Chapter, ACET has also undertaken a joint study with Michigan State University on ‘Youth in Innovation, Entrepreneurship, Leadership and Development (YIELD)’ in agri-enterprises in Ghana. The objective of the YIELD project is to document new learning about success factors and challenges, brining together promising young entrepreneurs to exchange ideas and subsequently build their capacity to scale up their operations, and serve as role models and catalysts for promoting entrepreneurship among other young Ghanaians and Africans. The project was initiated in July 2017, and phase 1 will be finalized before the end of the year. Additional funding is being mobilized for the implementation of phase 2. (v) The ATF plenary session for the Manufacturing Chapter, shared by the Overseas Development Institute’s Supporting Economic Transformation representative, raised a number of key issues which the PACT manufacturing Chapter could address. These points where later presented to the wider audience by the Chief Director in South Africa’s Department of Trade and Industry, Nigel Gwynne- Evans. Impact will be measured under Intermediate Results Indicator 3: PACT led workshops and consultations. COMPONENT 2: ACET'S ROLE IN G20 COMPACT WITH AFRICA (CwA) 2.1 Strengthening Compact Countries’ Capacity. ACET facilitates investment promotion as requested by the G20. In October 2018 ACET organized the Germany-Ghana Investor Forum, which included participation from a wide range of private sector representatives, as well as Chancellor Merkel, President Akufo-Addo and World Bank President Jim Kim. 2.2. Bi-annual Peer Review of CwA Self Assessments. At the request of the G20 Africa Advisory Group, ACET undertook independent peer reviews of the CwA in April 2018 and October 2018. The peer reviews have been included in the broader monitoring reports produced by the Africa Advisory Group (AAG). The latest one, developed in collaboration with IFC and AfDB, was published in October this year and is titled ‘Trends in FDI and Cross-border Investments in Compact with Africa Countries: Interim Monitoring Report – 2018 Annual Meetings’. ACET has furthermore participated in both AGG meetings in Washington and Bali. Impact will be measured through Intermediate Result Framework 5: Peer review reports produced twice a year. 2.3. Advocacy for Africa and the CwA. ACET was actively involved in the T20 Forum held in Buenos Aires in September 2018. This event received widespread recognition and interest, and provided excellent opportunities for ACET to advocate for the CwA. ACET engagement included the submission of a CwA policy note, which was included in the T20 communique package for the Argentinian Presidency of the G20. The policy note was titled “Mobilizing Private Investment and the Compact with Africa: A Preliminary Assessment and Steps Ahead”. ACET furthermore moderated and facilitated a high-level panel discussion on ‘Ensuring Progress of the G20 Compact with Africa’. The project team sought guidance from the office of Ethics and Business Conduct (EBC). The issue and agreed resolution has been communicated to ACET leadership in person and in writing. It was agreed that the Bank staff on external assignment at ACET will not be able to charge any staff time or travel expenses to the RETF and will recuse himself from any and all financial, operational, or procurement decisions pertaining to the project.
