The project has disbursed US$6.2 million, increasing disbursement from 5.9 percent in June to 30 percent. The team is expecting the grants from the SDF to be disbursed to the grantees following completion of the grant selection which is progressing well. Implementation Progress. The latest implementation support mission was carried out from June 17-22, 2020 and regular bi-weekly meetings have been held to provide technical and operational support to the newly established Skills Development (SDF) Secretariat and the Ministry of Technical and Higher Education (MTHE). The rating for implementation progress and progress towards achievement of the PDO remain Moderately Satisfactory although considerable progress has been made as most of the agreed actions in the previous mission – including the establishment of the SDF Secretariat, recruitment of project staff, the meeting of the Project Steering and Grant Committees, development of the TVET policies. Most importantly, strong progress has been made in the selection process of the grantees for the skills training (SDF), where the competitive process for the selection of the grantees has progressed very well, with all activities on awareness-raising proceeding well. Following the advertisements, at least 250 proposals were submitted, with 121 short-listed and approximately 67 under review for selection by the grant committee. It is expected that this process will be completed by mid-November with the disbursement to the first set of grantees completed before the end of the year. It is expected that at least US$8 million will be disbursed to 40 or more grantees before the end of December 2020 and a further 20 before the end of June 2021. The project aims to update the value on PDO 1 indicator (number of people having successfully completed demand-led skills upgrading program) within six months of the selection of the grantees. Progress on the other two PDO-level indicators has been satisfactory. The 2019 target for PDO 2 (The skills information system operational with increased number of TVET providers reporting annual data on students, teachers, training programs and facilities) of 50 has been exceeded and the project is on track to achieve the 2020 target. Currently 114 TVET providers are part of the skills information system. It will be updated in January 2021 once the data collection for 2020 is completed after reopening of TVET institutions. Progress on PDO 3 (number of TVET programs conducting pilot accreditation with industries participation) has been made and the project has exceeded the target for 2020. Two TVET programs (Agro-processing and animal husbandry) have been conducting pilot accreditation with industry participation. The targets of three out of six intermediate results indicators for 2020 have already been achieved while the project is on track to achieve the targets of the remaining three for 2020. COVID-19 response. The project is in the process of providing support to the MTHE and SDF to strengthen digital connectivity of the public TVET institutions as well as the MTHE. Some of this support will be folded in component 1 for those that will be selected for funding under the skills training. Next mission: The next mission is planned for November 9-18 at which point the ISR will be updated.
