All activities of component 1: Baseline Assessment, Strategy Design and Environmental Safeguards Management have been finalized. 2. A communication strategy has been developed, and a first set of communication materials have been published (a brochure, newsletter and media articles). All of the beneficiary communities have been selected in the 6 regions. 4. Women's groups in the selected communities have been organized and all groups have received training on gender awareness, health and sanitation, business planning and legal issues. ( With the exception of Afar, where business straining still needs to happen) 5. The women in the selected communities have organized themselves in economic groups; all groups meet regularly and all have started preparing proposals for the small grants scheme. 6. A small grants manual has been drafted and agreed upon 7. Negotiations for a contract extension and modification with PACT, the NGO which will be responsible for the implementation of the small Grants Scheme, have started. 8. Although with a long delay, a consultancy firm for the technical training for efficient, safe and eco-friendly mining techniques & basic geological assessment has been selected, and the training is to start in March 2016. 9. As a first activity, the technical training consultants will assess technical equipment needs in the selected communities. This will serve as the basis for the procurement of equipment by the Project Task Force. 10. The training and capacity building of female salt miners in Afar has not yet started. The project team is in the process of developing a ToR to assess the situation in Afar and look for a way forward. 11. The implementation of the small grants scheme has been delayed and will start in May 2016. 12. The acquisition of equipment under the updated small grants scheme has been delayed and will start in May 2016 COMPONENT 3: Improvement of Basic Services and Access to Health Facilities 13. MOUs have been signed with all regions, and budget has been transferred to regional Water Bureaus for smooth implementation and follow up of the construction work. 14. Most regions have started the procurement process for construction 15. Regions are struggling with the implementation of World Bank Procurement systems. 16. Limited ownership by the Regional Mining Bureaus of the, very small, projects, and limited follow up by the task force 17. To address this, it was agreed that each focal person in the task force will be responsible for 1 region and will follow up on pending activities. Component 4: Grant Supervision and Administration 18. The project has a finance officer and M&E officer that support the project coordinator. The procurement officer resigned. The project is in the process of hiring a replacement. Approximately 8 months from its new closing deadline – the project faces several challenges: 19. The calendar agreed upon in July 2015 has not been respected, and key project components are still acing mayor delays. 20. The technical training has finally been procured. Training will start in March 2016. The Ministry task Force will however be responsible for the organizational aspects of the training wokshops. Timely delivery of the workshops will require a dedicated team and a tight timeframe. 21. The small grant scheme and its administration have not yet been initialized. Negotiations with PACT on a modification of their contract to allow them to manage small Grants implementation need to be finalized shortly. 22. Project management has improved significantly, in particular in the field of procurement and financial management, as well as in the effectiveness of the project task force; recommendations discussed with the Ministry in October 2014 have largely been followed, but continuous capacity building and support remains needed. 23. The Projects communication Strategy is there, and initial products have been developed, but additional and ongoing communication on the results in the different communities will need to be developed. 24. The deadlock in Afar, where there is a disagreement between the Ministry and the regional mining Bureau on project activities and Project target group need to be resolved. Considering the remaining work and the limited time left, a detailed calendar has been developed with the Taskforce.
