The Institute has established all Departmental Innovation Councils and launched the first call-for- proposals for the Research Fund. Both, the councils and the fund, are substantial strengthening mechanisms for the Agricultural and National Innovation System (SNIAF). The project has already created and formalized a research alliance for each of the prioritized sectors and defined specific implementation plans to be put into practice together with the partner Page 1 of 5 The World Bank Report No: ISR11762 organizations. The first Technical Assistance subprojects are already formulated and about to commence. The Seed Direction has maintained its fast pace of operation and will likely accomplish all targets for 2013. INIAF has created the Human Resources Unit and thereby started the implementation of that relevant function within the organization. In April 2013 the Minister decided to replace INIAF’s General Director and the Project Coordinator. The Bank provided extra support to the new Director in order to facilitate his rapid immersion into the project.
