Field visits undertaken during the mission and some preliminary assessment have already pointed to that direction; but they have also raised a number of challenges related to the adequacy of classrooms and pedagogical staff, and the motivation of teachers. Public Disclosure Copy The internal efficiency of the sector continues to show a positive trend with higher completion rates (56.7% in 2010 compared with 54% in 2008), while the enrollment rate has stagnated around 91%. The gender parity situation is also favorable with an increasing percentage of girls to boys (86% in 2010 compared with 80% in 2008). At the project level, overall implementation is satisfactory. The restructuring of the project, which has necessitated additional time to set the appropriate institutional base allowing the payment of salaries to eligible teachers and operating costs to eligible schools, has been finalized during the mission. The processing of the restructuring is now completed, with the Financing Agreement signed and effective since August 30, 2011. The mission consulted with the beneficiaries and main actors (public and not public) involved in the project implementation. Visits were made to the provinces of Bas-Congo and Equateur, providing the opportunity to discuss with the actors on the ground, including provincial leaders, teachers, parents associations, etc. These consultations confirmed that the project support and implementation are generally well appreciated by the main stakeholders. In particular, the textbook availability at the school level came clearly as the most appreciated activity, followed by teacher training. School construction remains the most visible support and very appreciated by the served communities. The discussions underscored however the need to improve the availability of adequate information on project implementation, especially on the selection of schools to be rehabilitated. Several measures have been agreed upon to better respond to stakeholders concerns, including better communication, updating of the implementation manual, preparation and distribution of a two-page note on school selection procedures and the establishment of a channel for feedback to the stakeholders.
