FINANCING  /CO-­‐FINANCING  OF  D&R  OPERATIONS   Central  African  Republic  –  Community  Reintegration  Project  (CRP)   TDRP  grant:  $8.6  million   A   support   mission   to   the   Central   African   Republic   this   quarter   provided   assistance   to   the   Financial   Management   department   of   each   of   the   Implementing   Partners   (IPs)   in   Bangui   from   October   17-­‐27,   2012.   This   mission   was   a   part   of   the   agreed   Technical   Assistance   that   the   TDRP   is   providing   to   the   Project.  The  TDRP  consultant  assisted  the  IPs  on  the  submission  of  their  Withdrawal  Applications  and  on   the   preparation   of   the   Interim   Financial   Report   (IFR)   for   the   quarter   that   ended   in   September   2012.  The   final   piece   of   the   mission   was   for   the   consultant   to   prepare   a   procedures   manual   for   IFRs   and   Withdrawal   Applications   to   be   shared   with   the   IPs   especially   to   address   the   issues   when   a   new   staff   member  arrives  onboard  and  therefore  to  ensure  a  smooth  transition.   A   TDRP   Mission   went   to   CAR   in   early   December   to   conduct   a   scoping   mission   to   the   northeast   of   the   country   to   assess   and   make   recommendations   on   application   in   those   areas   of   the   TDRP   community   reintegration   approach   currently   implemented   in   the   northwest   of   the   Central   African   Republic.   This   was  conducted  in  response  to  the  Government  request  of  November  7,  2012.  However,  armed  groups   operations   on   December   9   in   Ndélé   and   surrounding   cities   forced   the   team   to   postpone   the   planned   scoping  missions  to  the  northeast  of  the  country  until  a  further  date.   Following   this   situation,   the   towns   of   Kabo   and   Kaga-­‐Bandoro   became   controlled   by   the   rebellion   and   therefore   activities   of   the   CRP   have   stopped   there.   In   addition,   IRC   and   Premières   Urgences   have   suspended   their   activities   in   CAR   since   the   end   of   2012,   therefore   the   only   activities   that   are   still   ongoing  are  in  Paoua  with  ACTED.  The  four  Implementing  Partners  are  monitoring  the  situation  very   closely   in   order   to   define   when   they   can   re-­‐start   their   activities   on   the   ground.   At   the   time   this   report   is   being   written   (mid-­‐January   2013),   they   are   expected   to   re-­‐start   their   activities   around   the   end   of   January  2013.   Rwanda  –  2nd  Emergency  Demobilization  and  Reintegration  Project     IDA:  $8  million;  Gov.  of  Rwanda:  $2  million;  Multi-­‐donor  trust  fund:  $4.6  million;     TDRP  grant:  $4.5  million   Demobilization  and  reintegration  activities  are  progressing  well  in  Rwanda.     A  TDRP  supported  mission   took   place   in   October   to   support   the   next   Payment   Verification   Survey   and   the   next   Tracer   and   Community  Dynamics  Survey.   From  November  13-­‐16,  2012,  a  World  Bank  mission  was  conducted  in  Rwanda  to  prepare  with  project   counterparts   and   donors   the   proposed   one-­‐year   non-­‐cost   extension   of   the   project.   This   mission   was   then   followed   by   a   World   Bank   implementation   support   mission   from   November   26   to   December   20,   2012   to   provide   support   to   the   project   in   the   implementation   of   demobilization   and   reintegration   activities.  The  one-­‐year  non-­‐cost  extension  until  December  30,  2013  has  been  finalized.       3   TDRP  Quarterly  Report  –  October  -­‐  December  2012     B. REGIONAL  ACTIVITIES   African  Union  DDR  Capacity  Program   The  African  Union  DDR  Capacity  Program  made  important  progress  this  quarter.    On  October  31,  2012,   the   AU   Commission   for   Peace   and   Security   issued   the   final   version   of   the   AU   DDR   Capacity   Program   2013-­‐2015   (AU   DDRCP)   document   and   funding   proposal.   This   milestone   marked   the   successful   completion  of  the  preparation  phase  of  this  program,  a  process  that  the  TDRP  has,  together  with  DPKO   and  the  UNOAU,  supported  since  October  2011.  The  TDRP  will  continue  to  support  implementation  of   the  AU  DDRCP  in  2013.   The   TDRP   assisted   the   African   Union   (AU)   with   the   translation   into   French   of   the   AU   DDRCP   program   document   and   funding   proposal   for   DDR   capacity   building   activities   in   2013-­‐2015.   The   DDRCP   has   an   overall  budget  of  US$  3.7  million.  The  AU  informed  the  TDRP  that  it  would  invite  interested  donors  and   stakeholders  to  a  donor  conference  in  Addis  Ababa  on  February  14,  2013.     The  Defense  and  Security  Division  of  the  AU’s  Peace  and  Security  Department  has  initiated  preparations   for   the   conference   that   it   will   conduct   in   close   co-­‐operation   with   its   UN   partners.   The   TDRP   will   support   the   organization   of   the   conference   and   participate  as  one  of  the  program’s  funders.  The   TDRP   will   in   2013   continue   to   provide   technical   and   financial   support   to   the   implementation   of   the   AU   DDRCP.   At   the   time   of   writing,   discussions   with   the   AU   on   the   details   of   this   support  is  ongoing   In   addition   the   TDRP   participated   in   the   UN-­‐ DKPO   Colloquium   on   DDRRR   of   LRA:   Building   a     Regional   UN   Approach   through   Enhanced   Attendees  of  UN-­‐DKPO  Colloquium   Partnerships   on   26   November   in   Addis   Ababa.    on  DDRRR  of  LRA   The   meeting   focused   on   the   elaboration   of   Standard  Operating  Procedures  (SOP).  The  meeting  included  UN  agencies  as  well  as  partners  from  the   Central  African  Republic,  Uganda,  the  Democratic  Republic  of  Congo,  and  the  Republic  of  South  Sudan.     Facility  for  Quality  Enhancement  and  Innovation  (FQEI)   The   main   goal   of   the   FQEI   is   to   enhance   knowledge   transfer   and   sharing   through   the   provision   of   guidance,   learning   activities   and   technical   assistance.   In   this   effort,   the   TDRP   has   been   nearing   the   completion   of   a   single,   all-­‐inclusive   database   of   the   most   recent   ex-­‐combatant   beneficiary   and   community   dynamic   studies   of   Burundi,   the   Democratic   Republic   of   Congo,   the   Republic   of   Congo,   Rwanda,   and   Uganda.   This   dataset-­‐merging   process,   conducted   by   a   team   from   George   Washington   University,   was   started   in   August   2012.   The   final   product   will   house   information   in   a   comparable   and   usable   framework,   allowing   for   a   breadth   of   potential   new   information   to   inform   resilience,   recovery,   4   TDRP  Quarterly  Report  –  October  -­‐  December  2012     and  DDR  programming,  planning  and  further  research.  The  data  is  anonymous.  Subsets  of  the  database   will  also  highlight  the  information  of  the  vulnerable  groups  such  as  children,  women,  and  the  disabled.   To  date,  data  from  the  Republic  of  Congo,  the  Democratic  Republic  of  Congo,  Uganda  and  Burundi  has   been   incorporated,   with   Rwanda   in   process.   All   that   remains   is   the   infusion   of   the   latest   data   (December  2012)  from  Rwanda  before  the  overall  database  is  completed.     The  FQEI  has  continued  to  offer  support  to  the   Rwandan  Demobilization  and  Reintegration  Commission   in   Rwanda   both   with   its   M&E   process,   but   also   on   specific   research   studies.   In   addition,   the   FQEI   continues   to   assist   LOGiCA  with   the   execution   of   an   in-­‐depth   study   examining   family   dynamics   during   the   process   of   ex-­‐combatant   reintegration   in   Burundi,   Rwanda   and   Uganda.   More   specifically,   the   overall  study  proposes  to  investigate:  (i)  the  impact  of  departure,  absence  and  return  of  ex-­‐combatants   on   their   families,   with   a   particular   focus   on   spouses,   and   (ii)   the   role   of   the   family   in   the   social   and   economic   reintegration   of   ex-­‐combatants.    The   study   officially   launched   in   September   2012   with   the   initiation   of   an   in-­‐depth   qualitative   survey   employing   anthropological   techniques.   A   senior   anthropologist  is  coordinating  the  execution  and  supervision  of  the  study,  working  in  conjunction  with   eight  local  research  teams  of  three  personnel  each,  in  each  country.    The  local  researchers  finalized  the   methodological   design   of   the   study   at   a   multi-­‐country   level   workshop   in   Naivasha   in   late   September   2012  and  launched  the  pilot  phase  of  the  study  in  early  December  2012.  Findings  from  the  pilot  will  be   presented   by   the   research   teams   during   a   workshop   in   Uganda   to   be   held   at   the   start   of   February.   Adjustments  to  the  tools  and  methodological  design  will  be  made  accordingly,  with  the  first  full  round  of   field   interviews   to   begin   in   February.   Field   research   will   continue   through   April   with   findings   anticipated   for  May.   The   FQEI   team   is   collaborating   with   the   Institute   for   Security   Studies   and   researchers   from   the   Safety   and  Violence  Initiative  at  the  University  of  Cape  Town  to  host  a  conference  in  Durban  March  4-­‐5,  2013.   The  purpose  of  the  workshop  is  to  showcase  preliminary  findings  of  the  TDRP-­‐funded  study  investigating   the  potential  role  ICTs  and  Social  Media  might  play  in  DDR   programming   specifically,   and   in   humanitarian   and   emergency   response   activities   in   general.   The   workshop   will   bring   together   researchers   and   practitioners   with   expertise   in   the   field   to   discuss   initial   results   emerging   from   the   first   phase   of   the   study,   to   link   this   study   with   other   ongoing,   relevant   initiatives,   and   to   propose   potential   areas   for   further   investigation.   The   study   was   initially   launched   in   July   2012   and   is   currently   being     conducted   in   the   Republic   of   South   Sudan,   Uganda   and   Family  Compound   the  Republic  of  Congo.   Cross  Border  Stabilization  and  Recovery  (CBSR)  in  LRA  Affected  Countries   Regional  Assessment  in  LRA  Affected  Countries   The  Assessment  of  stabilization  and  rehabilitation  needs  in  the  areas  affected  by  the  Lord's  Resistance   Army  of  the  Democratic  Republic  of  Congo  (DRC),  Central  African  Republic  (CAR)  and  Republic  of  South   Sudan   (RoSS)   is   on   track.   The   TDRP   is   conducting   this   assessment   in   close   coordination   with   AfDB,   in   5   TDRP  Quarterly  Report  –  October  -­‐  December  2012     support   of   the   AU   Regional   Initiative   against   the   LRA   and   the   UN   regional   strategy   on   the   LRA.   A   preliminary  assessment  mission  to  RoSS  was  conducted  in  early  October  2012  as  planned.  The  fieldwork   for   the   preliminary   assessment   of   recovery   needs   in   the   DRC   was   conducted   in   November   2012   by   a   TDRP   team   in   Dungu   (North   of   Oriental   Province).   The   team   met   the   MONUSCO   head   office,   all   UN   agencies,   the   traditional   authority,   the   church,   local   and   international   NGOs,   local   administrative   and   political  authorities,  CICR  head  office.  The  fieldwork  in  CAR  was  then  completed  in  the  first  two  weeks  of   December.  In  CAR  the  assessment  team  also  briefed  the  LRA  Focal  group.  The  team  is  continuing  to  draft   the  preliminary  assessment  report  and  a  preliminary  Transitional  Results  Framework  (TRF)  that  will  be   discussed   with   the   AU,   affected   countries   and   other   stakeholders   before   proceeding   with   the   a   full   assessment   mission.   The   TDRP   is   aiming   at   organizing   these   consultations   in   February   2013   together   with  the  AU.   Pilot  study  on  the  empowerment  of  socio-­‐economic  associations/cooperatives   In  November  2012,   implementing   partners   began   work   on   the   pilot   program   on   the   empowerment   of   socio-­‐economic  associations/cooperatives  in  LRA  affected  areas  in  CAR,  DRC  and  Northern  Uganda.  The   TDRP  selected  the  following  implementing  partners:  Triodos  in  Uganda,  Caritas  in  the  DRC  and  Jupedec   in  CAR  as  well  as  ILPI  as  the  M&E  partner.  Triodos   carried   out   the   inception   field   work   in   Uganda   to   identify   women   economic   associations   to   benefit   from   this   pilot.   In   DRC,   the   inception   report   was   received,   the   identification   of   associations   to   benefit   from   the   pilot   began   and   the   pre-­‐ assessment   work   started.   In   CAR,   Jupedec   started   with   project   preparation   and   selection   of   beneficiary   associations.   Both   Caritas   and   Jupedec   collaborated  and  coordinated  closely  with  ILPI-­‐MDF     on  the  pre-­‐assessment.   Cooperative  Members  Working  in  DRC   In  December  2012,  the  selection  of  beneficiary  associations  was  completed.  In  Uganda,  Triodos  selected   96   women   economic   associations   across   Gulu,   Kitgum   and   Pader;   Caritas   identified   50   associations   in   Dungu,   DRC   and   Jupedec   36   out   of   50   in   CAR   to   receive   training,   in-­‐kind   kits   and   follow-­‐up   advisory   services.   Project   staff   was   recruited   and   trainers   were   identified   and   the   training   of   trainers   was   carried   out  during  the  first  few  weeks  of  December.  Furthermore,  implementing  partners  finalized  the  training   modules   and   the   implementing   partners   initiated   the   training   of   associations.   In   CAR   and   DRC,   the   implementing   partners   Jupedec   and   Caritas   informed   local   authorities   and  humanitarian   partners   in   the   project  area  about  the  pilot,  and  local  partners  have  expressed  great  interest  in  the  project.  They  also   conducted   a   workshop   for   project   staff.   Work   on   the   baseline   survey   commenced   in   December   for   both   CAR  and  DRC.     MONUSCO     The  TDRP  supported  MONUSCO  through  capacity  building  to  establish  psychological  support  for  former   combatants   this   quarter.     This   work   was   continued   by   the   Consultant   firm   despite   security   challenges   in   Rwanda  and  DRC.  Phase  two  of  this  effort,  training  of  trainers  and  supervised  treatment,  was  ongoing  in   6   TDRP  Quarterly  Report  –  October  -­‐  December  2012     Goma   but   has   been   disrupted   by   the   extremely   volatile   security   environment.   Planning   at   the   time   of   writing  suggests  that  it  will  be  completed  in  the  month  of  February  2013.       Additionally,   a   recent   World   Bank   Implementation   Support   Mission   to   the   Rwanda   DDR   Program   looked   in  detail  into  the  repatriation-­‐reinsertion-­‐reintegration  flow  of  child  and  adult  XCs  from  the  UN  in  DRC   into  the  destination  communities  in  Rwanda  and  found  tight  and  consistent  record  keeping  in  place.           Official  visit  with  the  embassies  of  Sweden,  Netherlands,  the  KFW,  AFTCS     and  TDRP  representatives  to  the  Muhoza  Child  Ex-­‐combatants  Rehabilitation  Centre     C. TECHNICAL  ASSISTANCE   Burundi   From  October  8-­‐19,  IDA  carried  out  a  mission  to  Burundi  to  discuss  with  Government  counterparts  and   donors   the   extension   and   additional   financing   of   the   Burundi   Emergency   Demobilization   and   Transitional  Reintegration  Project.     In  particular  the  mission  (i)  discussed  and  prepared  a  proposed  non-­‐ cost   extension   of   the   project,   and   (ii)   pre-­‐appraised   additional   activities   related   to   the   provision   of   housing  to  disabled  ex-­‐combatants.   In   November   and   December   2012,   an   international   disability   expert  provided   technical   assistance   to   the   project   to   strengthen   the   planning   and   delivery   of   medical   support   to   disabled   ex-­‐combatants.   From   December  9  to  December  20,  a  World  Bank  mission  was  conducted  to  (i)  finalize  and  process  the  one-­‐ year   non-­‐cost   extension,   (ii)   provide   implementation   support,   and   (iii)   plan   additional   activities.   Individual   economic   reintegration   of   ex-­‐combatants   has   been   completed,   and   economic   reintegration   activities   now   focus   on   support   to   economic   associations.   The   one-­‐year   non-­‐cost   extension   of   the   project  until  December  31,  2013  has  been  finalized.   Central  African  Republic     A   TDRP   mission   visited   the   Central   African   Republic   from   September   30   to   October   5,   2012.   The   main   objective   of   the   mission   was   to   consult   and   to   conduct   work   sessions   with   the   Country   Management   Team   (CMT)   on   the   ongoing   preparation   of   a   Stabilization   Action   Matrix   (STAM).   The   STAM   is   a   coordination  and  support  tool  conceived  together  with  the  CMT  in  June  2012.  The  STAM  ties  together   time   bound   priority   actions   and   analytical   work   through   which   the   TDRP   supports   the   CMT  in   increasing   7   TDRP  Quarterly  Report  –  October  -­‐  December  2012     the  fragility  responsiveness  of  operations  and  the  related  coordination  with  the  African  Union,  BINUCA   and  other  development  partners.  In  this  context,  the  mission:  (i)  conducted  meetings  with  BINUCA  and   the  AU  Liaison  office  to  follow-­‐up  on  technical  assistance  provided  by  the  TDRP  to  these  organizations;   (ii)   met   and   briefed   the   relevant   in-­‐country   partners   and   engaged   parties   on   the   ongoing   joint   World   Bank/AfDB  regional  recovery  needs  assessment  of  LRA  affected  areas;  and  (iii)  met  with  the  GoCAR  DDR   Technical   Team   to   discuss   the   recent   progress   on   disarmament   (D1),   demobilization   (D2),   reinsertion   (R1),  and  reintegration  (R2)  programs  throughout  the  country.   In  addition  to  the  mission,  the  two  studies  for  the  STAM  on  (i)  the  assessment  of  the  available  natural   resources   in   CAR   and   (ii)   sub-­‐regional   stresses   impacting   reintegration   and   stabilization   in   the   northeastern  area  of  the  country,  are  moving  forward  as  planned.  The  Consultants  have  been  recruited   and  the  preliminary  outline  was  prepared  for  each  study.  The  first  draft  of  the  studies  is  expected  for  the   first  quarter  of  2013  and  their  respective  final  version  before  June  2013.   The   recruitment   of   the   consultants   for   BINUCA,   to   support   LRA   activities,   was   finalized   with:   (i)   one   international   consultant   LRA   activities   coordinator   based   in   Bangui,   (ii)   one   international   consultant   based   in   Obo,   (iii)   one   local   consultant   based   in   Obo.   In   addition   an   international   consultant   was   recruited  to  provide  assistance  to  the  reintegration  activities  of  the  DDR  Program.   The  TDRP  support  provided  to  the  AU  Office  in  CAR  was  also  finalized  with  the  recruitment  of  (i)  a  DDR   expert  and  (ii)  a  Post-­‐Conflict  Reconstruction  and  Development  Expert.   It  should  be  noted  that  in  light  of  the  recent  events  that  took  place  in  CAR,  at  the  time  of  writing,   all  the   Consultants  are  out  of  the  country  and  waiting  to  go  back  to  their  work  and  activities  as  soon  as  security   clearance  are  granted.   Chad   A   joint   TDRP,   European   Commission   (EC)   and   French   Cooperation   mission   went   to   Chad   from   September  3   -­‐   October   16,   2012.   The   objective   of   the   mission   was   to   define   the   assistance   that   development   partners   can   provide   to   the   CODEREM   (the   Chadian   National   DDR   Commission).   It   was   agreed  during  the  mission  that  the  EC  will  provide  funds  for  a  reintegration  program  and  the  TDRP  will   provide  technical  assistance  to  the  CODEREM.  Based  on  the  findings  of  the  mission,  the  TRDP  technical   assistance  will  include  two  components:  (i)  capacity  development  in  data  collection,  processing,  analysis   and  computerized  information  management,  (ii)  organizational  and  institutional  capacity  building.     As   a   direct   follow-­‐up,   a   TDRP   mission   went   back   to   Chad,   in   December   2012,   to   launch   the   Technical   Assistance   that   is   being   provided   to   the   CODEREM.   The   two   main   activities   during   the   mission   were:   (i)  the  finalization  of  contracting  an  organization  to  do  the  census  and  profiling  of  the  5,000  demobilized   to   receive   reintegration   and,   (ii)   start   the   mapping   of   economic   activities   for   the   reintegration.   The   organization  that  will  do  the  census  has  been  identified  with  the  procurement  process  underway.  At  the   time   of   writing,   the   organization   is   expected   to   start   working   in   mid-­‐February.   In   the   meantime,   the   TDRP  Team  prepared  the  design  of  the  mapping  of  the  economic  activities.   The  TDRP  Team  will  continue  to  provide  its  support  to  the  CODEREM  throughout  the  coming  month  and   a  new  mission  will  take  place  in  January.   8   TDRP  Quarterly  Report  –  October  -­‐  December  2012     Côte  d’Ivoire   A  TDRP  mission  visited  the  Republic  of  Côte  d’Ivoire  in  November  5-­‐10,  2012  to  assess  the  DDR  situation   in   the   country.   The   main   findings   of   the   mission   were   that   there   is:   (i)  a   consensus   among   all   stakeholders   that   an   all-­‐inclusive   DDR   process   including   a   component   on   community   rehabilitation   needs   to   take   place   and,   (ii)   the   ADDR   (DDR   Authority   –   the   national   DDR   commission)   requested   the   TDRP  to  provide  Technical  Assistance.   As   an   immediate   follow-­‐up,   the   TDRP   team   returned   to   Côte   d’Ivoire   from   November   26   to   December   7   to   (i)   define   the   Technical   Assistance   needed,   and   (ii)   to   assist   ADDR   in   the   development   of   the   cadre   programmatique.  During  the  mission,  the  TDRP  worked   with   the   ADDR   to   prepare   a   framework   which   details   what   needs   to   be   done   by   when   and   by   whom.   The   TDRP  will  accompany  the  ADDR  throughout  the  entire   preparation   process   on   the   various   documents   including   a   manual   before   implementing   the   DDR   program.   Together   with   the   ADDR,   the   TDRP   has   identified   all   the   necessary   components   to   finalize   the   main   DDR   program   documents,   including   the   cadre   programmatique   and   the   DDR   project   document.   ADDR   and   TDRP   have   commenced   drafting   the     TDRP  mission  team  attending  ADDR    meeting   document   and   at   the   time   of   this   report   are   finalizing   with  their  partners   for   presentation   to   the   government   and   donors.   The   technical   annexes   are   to   be   finalized   by   March.   General   technical   TDRP   support   in   addition   to   this   support,   according   to   the   TA   needs   identified,   shall   focus   on   the   following   areas:   communication   and   sensitization,  M&E,  ICRS  and  gender.   The   team   additionally   provided   technical   assistance   on   the   Post-­‐conflict   Assistance   Project   (PAPC),   incorporating  a  fragility  sensitive  approach  to  the  additional  financing  proposal  of  the  PAPC.   Democratic  Republic  of  Congo   The  security  developments  in  the  DRC  this  past  quarter  are  sufficiently  serious  to  raise  severe  concern   over   the   regional   security   situation   and   impacted   the   TDRP   work   in   the   area.   Despite   these   major   challenges,  both  the  assessment  of  recovery  needs  in  areas  affected  by  the  Lord's  Resistance  Army  and   continued  capacity  building  of  MONUSCO  were  conducted  over  this  period  in  the  DRC.     During   November   2012,   the   assessment   mission   of   recovery   needs   was   conducted   by   a   TDRP   team   of   three   members   in   Dungu.   The   team   met   the   local   authorities   (administrative   and   traditional),   the   catholic   church,   military,   head   office   of   MONUSCO,   MONUSCO   military   teams,   UN   agencies   and   all   partners   of   development   present   in   Dungu.   The   mission   collected   important   information   from   all   meetings   and   it   appeared   that   the   needs   are  greater   than   expected   because   of   the   “Mbororos”   issue   at   9   TDRP  Quarterly  Report  –  October  -­‐  December  2012     the  border  with  Bas-­‐Uélé  district.  The  mission  was  scheduled   to  meet  the  STAREC  section  on  MONUSCO   in  Goma,  before  going  to  meet  the  provincial  authorities  of  the  Oriental  province  in  Kisangani,  but  the   attack  of  the  M23  launched  on  Goma  forced  the  team  to  withdraw  from  the  region  and  abort  the  rest  of   the  mission.  Additional  elements  will  be  collected  in  Kisangani  when  security  clearance  is  provided.     Meanwhile,  UEPNDDR  continue  the  AfDB  program  with  the  “Fermes  Agricoles  Pilotes”  (FAP)  in  eastern   provinces   of   DRC.   Impact   studies   have   been   done   with   reports   to   be   released   in   late   January   2013.   Nyongera   (Rutshuru)   FAP   made   an   arrangement   with   the   M23   political   and   military   leaders   to   allow   the   farm  to  continue  operating  and  to  get  protection  from  them.  Nothing  has  been  stolen  or  destroyed  up   to   the   time   of   writing   this   report.   According   to   the   plan,   materials,   livestock   (cows,   goats   and   sheep),   poultry  and  fish  will  be  acquired  between  January  and  June  2013.   In   addition   the   TDRP   participated   in   the   World   Bank   Exploratory   Mission   to   the   Eastern   Region   of   the   Democratic   Republic   of   the   Congo   (November   4-­‐15,   2012)   to   identify   opportunities   for   strengthening   institutional   and   societal   resilience   and   peace   consolidation   in   the   eastern   provinces   within   the   framework   of   the   FY2014-­‐2017   Country   Assistance   Strategy   (CAS).  This   work   will   complement   ongoing   projects  aimed  at  reducing  vulnerability.   Republic  of  Congo   TDRP  staff  met  the  new  High  Commissioner  to  the  Reintegration  of  Ex-­‐Combatants  (Haut  Commissaire  à   la   Réintégration   des   Ex-­‐Combattants   (HREC))   in   Brazzaville   at   his   request   at   the   end   of   November.   He   expressed   the   need   to   be   supported   by   the   TDRP   and   a   meeting   was   scheduled   with   the   World   Bank   representative  of  Congo.  The  High  Commissioner  reiterated  his  wish  to  be  supported  by  the  TDRP  and   confirmed  that  he  will  invite  the  TDRP  Program  Manager  for  a  meeting  in  February  2013  to  fix  the  terms   of   the   partnership.   He   confirmed   that   the   RoC   Government   has   the   will   to   contribute   to   the   accomplishment  for  DDR  in  RoC  and  has  allocated  US$  5  million  to  the  HREC  to  start  activities.     Republic  of  South  Sudan   The  SSDDRC  is  currently  focused  on  preparing  for  the   Pilot   of   the   Phase   II   SSDDR   Program   and   the   TDRP   is   providing  technical  assistance  in  this  effort.     In   late   2012,   the   TDRP   was   approached   by   KfW   regarding   their   support   for   piloting   the   reintegration   program   of   the   first   tranche   of   up   to   500   ex-­‐ combatants   who   are   to   be   demobilized   during   the   SSDDR  program’s  Pilot  Phase.  The  German  Ministry  of     Foreign   Affairs   through   the   KfW   provided   a   grant   for   XC  Focus  Group  in  Rumbek   this   pilot,   which   is   to   be   managed   by   the   TDRP.   This   pilot   is   a   critical   first   step   for   the   SSDDRC   in   their   preparation   and   decision   making   for   the   full   DDR   program   that   will   follow.   This   DDR   pilot   reintegration   project   aims   to   achieve   socio-­‐economic   reintegration  objectives  for  500  ex-­‐combatants  (XC)  while  simultaneously  testing  the  designed  economic   reintegration  approach.     10   TDRP  Quarterly  Report  –  October  -­‐  December  2012     Just   this   past   quarter   the   TDRP   conducted   missions   from   October   8-­‐26   &   November   27-­‐December  13   focused   on   identifying   reintegration   opportunities   and,   together   with   the   SSDDRC,   developed   a   Pilot   Reintegration  Design.  Through  meeting  with  stakeholders  and  utilizing  the  research  and  profile  data,  the   team  explored  livelihood  activities  in  line  with  the  experience  and  interests  of  the  ex-­‐combatants  while   keeping   in   mind   relevant   market   realities.   The   second   mission   worked   in   collaboration   with   the   SSDDRC   to  test  the  potential  reintegration  options  for  a  pilot  reintegration  project.  This  testing  was  done  with   two  methods:  (i)  meeting  with  SSDDRC  leadership  and  DDR  stakeholders,  and  (ii)  conducting  in  person   focus  groups  with  current  members  of  the  military  who  will  be  included  in  the  DDR  pilot  and  community   members   from   communities   of   intended   return   in  Lakes   and   Western   Bahr   el   Ghazal  states.     The   pilot   is   to  be  conducted  in  the  4  states  of  the  Greater  Bahr  el  Ghazal  region.  Based  on  the  input  collected,  the   mission   adjusted   the   previously   suggested   reintegration   activities   to   account   for   the   mission   findings   and   formulated   a   draft   pilot   reintegration   project   design   for   further   input   by   SSDDRC.   The   draft   reintegration   pilot   design   was   presented   at   an   interactive   session   with   stakeholders   on   December   11,   2012   in   Juba.   The   TDRP   is   currently   working   with   the   SSDDRC   to   finalize   the   design,   timing   and   administrative  arrangements  for  the  pilot  reintegration  project  and  has  posted  a  request  for  Expressions   of  Interest  for  an  implementation  partner  for  the  Pilot  Reintegration  Project.   The   TDRP   also   continued   its   technical   assistance   to   the   SSDDRC   through   Information,   Counseling   and   Referral   System   (ICRS)   development,   Phase   II   database   and   registration   application   development,   and   general  IT  related  matters.  The  work  this  quarter  included  (i)  a  focus  on  the  ICRS  development,  profile   data   verification,   report   generation   and   software   updating   as   required,   (ii)   assessment   and   validation   of   equipment,   the   network,   servers,   network   connectivity   and   bandwidth   and   (iii)   assessment   of   data   tracking  needs,  systems  and  readiness.   II.  Program  Management   TDRP  Options  Paper   The  TDRP  team  developed  and  circulated  to  members  of  the  TFC  an  Options  Paper  outlining  two  options   for   TDRP’s   future,   i.e.   closing   on   time,   or   a   TDRP   extension   beyond   2013.   Invitations   were   sent   to   the   next   TFC   meeting   to   the   donors   where   one   of   the   agenda   points   is   to   discuss   the   options   paper   in   addition   to   the   TDRP   progress   and   outlook.   The   TFC   meeting   will   be   held   January   30   and   31,   2013   in   Paris,  France.   Communications/Publications   In   October,   November   and   December,   the   average   monthly   viewership   to   the   TDRP   website   was  738  unique  visitors.  Three  monthly  newsletters  (October,  November  and  December)  were   produced   for   distribution   on   the   website   and   through   the   network   of   contacts   in   the   TDRP   database.  The  focus  this  quarter
