Secondary Education Quality and Access Improvement Project (SEQAEP) has made significant physical and financial progress since the Project was launched in 2008. Of the six Key Performance Indicators (KPIs), the end of project targets set for two KPIs have already been surpassed and four are on pace to be achieved by the end of the project. An independent study has concluded that the Proxy Means Tested (PMT) stipend program is making a significant impact on the enrollment and retention of poor girls and boys in Page 1 of 9 The World Bank Report No: ISR6566 secondary schools. Substantial progress has been made in the implementation of first round of student learning assessment (in grade 8) with expected completion by July2012. 2. Project implementation: Substantial progress has been recorded in the implementation of all project sub-components and good progress has been made during the last six months. Proxy Means Tested (PMT) stipend and tuition program (under Access component), which accounts for the bulk of project financing, is by far the most advanced and has surpassed Public Disclosure Copy targets set for the midterm. Since 2008, this component has provided about 2 million targeted stipends for secondary education in Bangladesh, and 60 percent of the beneficiaries are girls. Quality component, so far, has provided performance-incentives to more than 150,000 students, additional classes in English and Mathematics to 400,000 students, and the Reading Habit Program to 250,000 student readers. Monitoring and evaluation activities have been carried out regularly, with several rounds of annual school census, PMT validation and institutional verification survey already completed. An interim impact evaluation based on two rounds of surveys has been completed. Importantly, the Monitoring and Evaluation Wing, under the Directorate of Secondary and Higher Education (DSHE) now coordinates key M&E activities.
