Summary During the quarter ending on December 31, 2011: ï‚· Two previously approved grants were signed; Vietnam ($13 million) and South Asia Phase II ($3.9 million). Total amount for signed grants reached $115 million (an increase of $16.9 million from previous quarter). ï‚· One grant was cancelled; Colombia ($0.9 million). ï‚· Seven grants were closed; Vietnam 1, Mongolia, China 1, South Asia 1, Honduras, Belize, and Nicaragua. ï‚· Three grants were extended; Cambodia, Lao PDR 3, and Global 2. ï‚· Four grants were reported to be in the pipeline; Nepal ($10 million), Mongolia ($3.5 million), China ($1.5 million), and Regional – Europe and Central Asia (ECA) ($1.8 million). ï‚· Total disbursements reached $70 million (61 percent of signed grants), from $66 million at the end of September 30, 2011. II. Donor Contributions 1. Donor pledges remained unchanged, however contributions increased with the receipt of €9.4 million from the European Commission as of December 13, 2011. Total received donor contributions reached $123.2 million with this additional contribution. III. Grant approvals and pipeline 2. The tables in Annex 1 present the status of all approved grants, as well as the reflows realized to date from closed grants. The cumulative value of approvals equals $115.4 million which is the same as the total value for signed grants as there are no approved grants pending signature as of the quarter end. The cumulative reflows from closed grants total $18.5 million. In total, forty-six out of fifty-five total approved grants have closed. 3. Two grant agreements have been signed in the quarter: ï‚· The grant agreement for the second grant for Vietnam ($13 million) was signed on October 21, 2011; ï‚· The grant agreement for a regional grant for South Asia – Phase II ($3.9 million) was signed on November 28, 2011. 3    4. Grant closing dates have been extended for three grants that were scheduled to close by December 31, 2011. The new grant closing dates are: June 30, 2013 for Cambodia, June 30, 2012 for Lao PDR, and December 31, 2012 for Global (for AHIF Results and Dissemination). 5. Regions reported four grants in the pipeline; three grants focused on AHI Control and Preparedness are under preparation in Nepal ($10 million), Mongolia ($3.5 million), and China ($1.5 million), and preparations of a grant for Regional Epidemiology Training is underway in Europe and Central Asia (ECA) region ($1.8 million). 6. A detailed grant pipeline is presented in Annex 3. IV. Grant Disbursements 7. The cumulative disbursement percentage stood at 61 percent as of December 31, 2011 with $70.4 million being disbursed out of $115.4 million (approved and signed net of 5% administration fee). Compared to last quarter this represents an increase of $4.5 million (the disbursements stood at $65.9 million with signed grants of $98.5 million as of September 30, 2011). 8. These disbursements financed vital programs to control avian influenza and other zoonoses and to improve human health systems’ responses to these threats. Better collaboration between animal health and human health systems, which is a strong feature of the programs supported by AHIF, underlines the importance of One Health approaches in tackling zoonotic diseases. 9. The portfolio in the Middle East and North Africa (MNA) region continues to experience challenges; the majority of the projects in the portfolio have closed with partial disbursements. Morocco, Tunisia, and Regional MNA grants remain active. Extensions have been provided to these three grants. The Morocco grant has not yet started disbursement as of December 31, 2011. 10. Twelve grants had additional disbursement in the quarter: Cambodia, Lao PDR, Belize, China 2, Honduras, Mexico, Mongolia, Nicaragua, Regional ECA, Uganda 2, Vietnam 1, and Yemen 2. 11. Special permission has been requested from donors to the multidonor trust fund window on no objections basis to disburse $512,763 from the Yemen 2 grant after the lapse of disbursement deadline. Total disbursement for the Yemen 2 grant is recorded as $733,827 (inclusive of the additional $521,763) to account for this transaction. The approved amount of the Yemen 2 grant was $1,080,100. 12. Total net disbursements for the Facility between September 30 and December 31, 2011, were $2 million. This is the sum of gross disbursements, $4.4 million, less the total of adjustments made to closed grant accounts through reflows ($2.3 million in total; from Dominican Republic, Mexico, Belize, and Colombia. 14. Major disbursements in terms of volume during the quarter were as follows; Regional ECA ($0.8 million), China 2 ($0.7 million), Mongolia ($0.5 million), Yemen 2 ($0.5 million), and Lao PDR 1 ($0.5 million). 5    15. Table 3 shows cumulative disbursements by region over time. Additionally, Annex 2 contains two charts on regions; Chart1 provides cumulative regional breakdown of approvals and disbursements as of December 31, 2011, Chart 2 provides regional breakdown of disbursements within the quarter.
