This included hiring a residential international operations adviser, internationally recruited boiler operators, and environmental monitoring staff. The onsite international adviser has been critical to help identify issues and broker solutions for the installation contractor to rectify a series of start-up challenges. Vandhoo expanded staff training and capacity for handling incoming waste from inhabited islands, sorting recyclables from waste, and baling and storage of remaining waste (1508- 1 ton bales generated since July). 8/10/2020 Page 1 of 6 The World Bank Implementation Status & Results Report Maldives Clean Environment Project (P160739) Risks Systematic Operations Risk-rating Tool Risk Category Rating at Approval Previous Rating Current Rating Political and Governance Substantial High High Macroeconomic High Substantial Substantial Sector Strategies and Policies Moderate Moderate Moderate Technical Design of Project or Program Substantial Substantial Substantial Institutional Capacity for Implementation and High High High Sustainability Fiduciary Moderate Moderate Moderate Environment and Social High High High Stakeholders Substantial Substantial Substantial Other Moderate -- Substantial Overall High High High Results PDO Indicators by Objectives / Outcomes Improve solid waste management in selected zones IN00875637 ►Regional Waste Management Center (RWMC) operational (Number, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 0.00 1.00 12.00 Date 30-Jun-2017 20-Jan-2020 12-Jul-2020 29-Dec-2023 This revised indicator will start to be measured in September, 2020. The mission agreed that the monitoring form will be developed in the month of July, 2020 for testing in August, 2020. Therefore the target for 2020 will be "4" months of regularly reported data. The monitoring form was available in a first draft version and discussed with the PMU and the EPA during the June-July mission. At this time until the new indicator starts data collection the value is reported as "1" meaning the Vandhoo Comments: RWMC is currently receiving, processing/ treating, storing waste, transferring and disposing waste and operating as of July 12, 2020. The water bypass and control motherboard replacement were completed. This is being piloted in 8 islands over the month of July, 2020. Training was provided by telephone given the COVID travel restrictions and a set of video instructions were also Comments: prepared. A weekly feedback mechanism was established. The EPA plans to roll this out to the other islands in zone 2 in August 2020. This is the first set of systematically collected waste management data in the Maldives which will form the beginning and backbone of a national waste data management system.
