The portal has had more than 10,000 visitors and almost 20,000 downloads in less than five months since the launch on April 15, 2011. The Ministry of Finance published a spreadsheet of more than one million lines on this portal, detailing all Page 1 of 5 The World Bank Report No: ISR4022 public spending data from the past five years. - Strengthened e-government leadership and institutional capacity: E-Government Center at the State Chancellery is fully operational and staffed with a team of high caliber professionals, and recognized as the leading institution by the rest of government and by the private sector. CIO and CTO Councils and various working groups have been established. Public Disclosure Copy - International partnerships and knowledge exchanges with e-government leaders such as Singapore, Estonia, USA, Austria, Belgium, Korea, Finland and India have been established. Through a South-South TF grant a high-level delegation from Moldova visited India in early August 2011. In addition, Moldova is already sharing its knowledge with countries like Tajikistan (Tajik delegation visited Moldova in mid-August). - Multi-donor partnerships are evolving, with USAID, UNDP, the Dutch Government contributing to the e-transformation agenda. - GeT Project Financing Agreement (FA) was signed on July 1, 2011 (within 3 weeks of Board approval). - The Parliament ratified the FA on July 28 (within 4 weeks of FA signing). - The Client is making necessary steps for meeting the effectiveness conditions before the deadline of October 1 - Several major tenders are under way (G2C Portal, first 4 e-Services, M-Cloud Phase 1). The delivery is expected in early 2012, shortly after the project becomes effective. - The project has disbursed a total of US$471,453 as of September 6 (23.57% of the PPA amount of US$2.0 mln). Another US$ 297,028 (15% of the PPF) is estimated to be disbursed before the expiration of the PPF on November 1. THE FOLLOWING ARE THE KEY RESULTS OF THE LAST VISIT: - The team reached an agreement with the government on the Scope of the proposed Dutch Trust Fund (TF) as well as Bank#s administration, supervision and TA budget. A Concept Note reflecting the discussions was developed and agreed with counterparts during the visit (currently being revised due to reduced timeframe, from 3 years to 1 year of implementation, see details in Annex 4); - Reviewed the progress with fulfilling effectiveness conditions and facilitated actions to avoid potential delays (see Annex 2 for details); - Discussed and commented on the latest draft Project Operational Manual; - Discussed the Client's vision and plans related to developing Open Government and Open Data, and facilitated the visit of Hans Rosling, a world-famous champion of open data; - Organized a knowledge sharing event #Dialogue on the role of CIOs in eTransformation and Open Government# for members of the CIOs Council in Moldova with participation of leading international open government experts, including Andrew McLaughlin, Neil Dickover, Jeff Kaplan and others. - Contributed to the preparation of the highly successful TechCamp on Open Government organized by the Government of Moldova, the U.S. State Dept and USAID on July 15 and 16 (the Bank also arranged for one of the key trainers and made introductions to others). - Closely worked with the newly recruited eGC staff (Training coordinator, Lawyer, M&E Coordinator), reviewed and provided feedback on their planned activities.
