Road Asset Management IN CAMBODIA Project II Background Cambodia’s road network was largely destroyed during the long period of unrest in the 1970s and 1980s. What followed was a phase of rebuilding the primary and secondary road networks, and later critical provincial and rural linkages. During this period, the emphasis was on building the maximum kilometers of road in the shortest period of time, so as to provide the connectivity needed to support economic activity as quickly as possible. The Cambodian government, with assistance from development partners, developed its road network from an estimated asset value of about US$800 million in 2008 to approaching US$2.6 billion in 2014. The World Bank has supported Cambodia’s road sector since the 1990s through projects including: the Road Rehabilitation Project, the Northeast Village Development Project, the Flood Emergency Rehabilitation Project, the Provincial and Rural Infrastructure Project, the Ketsana Emergency Reconstruction and Rehabilitation Project, and the Road Asset Management Projects I and II.
