P169140 Sao Paulo Aricanduva BRT Corridor (the Project) will be implemented by the Sao Paulo Municipal Secretariat of Urban Infrastructure and Works (SIURB) and the Secretariat of Mobility and Transport (SMT). The International Bank for Reconstruction and Development (hereinafter the Bank) has agreed to provide financing for the Project through an Investment Project Financing loan for the Municipality of São Paulo. A. The Borrower is planning to improve mobility and accessibility to jobs for socially vulnerable public transport users in the influence area of the Aricanduva Corridor and to enhance operational efficiency of the São Paulo Municipality buses. The Project will finance: (i) development of 14km- long BRT Aricanduva Corridor; (ii) upgrading of the bus operational control center; and (iii) institutional strengthening activities related to public transport policies. The World Bank has agreed to provide support for the Project. B. The implementing agencies will implement measures and actions to ensure that the Project is implemented in accordance with the World Bank Environmental and Social Standards (ESSs). This Environmental and Social Commitment Plan (ESCP) sets out material measures and actions, any specific documents or plans, as well as the timing for each of these. C. Where the ESCP refers to specific plans (either in existence or to be developed) the ESCP requires compliance with all mandatory provisions of such plans. In particular, the ESCP requires compliance with the Environmental and Social Management Plans (ESMP), the Resettlement Policy Framework (RPF), the Stakeholder Engagement Plan (SEP) and the Labor Management Procedures that are being developed by the Borrower for the development of the BRT Aricanduva Corridor and the upgrading of the Bus Operational Control Center within SPTrans’ headquarter. These documents set out detailed measures and actions to avoid, reduce, or otherwise mitigate specific risks and impacts of the project. D. The table below identifies the required measures and actions, the basis of the requirement, the timing of the measure or action, and the criteria to be used for determining whether the required measure or action has been successfully achieved. Implementation of all measures and actions is the responsibility of the Borrower and the implementing agencies, which remain responsible for compliance with the ESCP. E. Implementation of the material measures and actions set out in this ESCP will be monitored and reported to the Bank by SIURB and SMT as required by the ESCP and the conditions of the loan agreement, and the Bank will monitor and assess progress and completion of the material measures and actions throughout implementation of the Project. F.
