The Program Development Objective is to improve the quality and governance of school education in selected states (Himachal Pradesh, Kerala, Madhya Pradesh, Maharashtra, Odisha and Rajasthan) in India. The Program was declared effective on February 23, 2021. The Ministry of Education (MoE) has made good progress in initiating the STARS Program. As required, the MoE has on-boarded an Independent Verification Agency (IVA) to verify the achievement of planned results for the Program. Targets for several Disbursement Linked Results (DLRs) have already been achieved, making the MoE eligible for the associated funds once the achievements have been verified by the IVA. The MoE has also initiated dialogue with the STARS states on their planned activities; and the first installment of INR 910 million in funds (for FY 20-21) has been released to states. The states are expected to soon finalize their Annual Work Plans and Budgets for Year 2 of the Program (FY 21-22), which would be reviewed for approval by the MoE in June 2021. Overall: The Program supports addressing the education sector and broader development impacts of COVID-19. Further, the IPF component under STARS includes a Contingent Emergency Response Component (CERC) that can be used for providing immediate response to an eligible crisis or emergency, as needed.
