Following the approval of the Project by the Bank’s executive board of directors and the ARTF Management Committee on August 4, 2020, the Grant and Financing Agreements were signed, and the project became effective on September 20, 2020. With the approaching wheat planting season, both the government and the Bank teams paid extra attention to the seed procurement, processed by the National Procurement Agency( NPA), and this procurement has finally been completed. The Bank worked with Project teams to strengthen the seed distribution accountability approach even further. Seed distribution under the new arrangement initially started in 5 provinces with the earliest sowing deadlines. Based on the latest reports, the distribution has now expanded to 25 provinces, and will gradually cover all 34 provinces. The Government team has also been working to prepare procurement documents for about 140 irrigation schemes that have already been designed. The procurement process for the first batch is expected to start by end of November 2020. 11/23/2020 Page 1 of 8 The World Bank Implementation Status & Results Report Emergency Agriculture and Food Supply Project (P174348) While most of the terms of reference for the Project staff have been agreed with the Bank, the recent change in the Ministry leadership delayed the filling of some key positions. The issue has been flagged to the attention of the MAIL leadership- and the team is following up closely with MAIL to avoid any further delays. The team has also initiated discussions with MAIL and MoF on the establishment of the Project’s steering committee. A TOR of this steering committee has been drafted. The progress made to date is considerable and the follow-up actions have been agreed upon for the months to come.
