Summary of Proposed Changes The Federal Ministry of Finance (letter dated September 29, 2015) requested an extension of the closing date for the Lagos EKO Secondary Education Project from December 30, 2015 to June 30, 2016. The proposed restructuring, therefore, seeks management approval to extend the project’s closing date to June 30, 2016. B. Project Status The Additional Financing (AF), approved by the Board on March 6, 2014, became effective on August 5, 2014. The project has four Development Objective (DO) indicators of which two are fully achieved. The remaining two DO indicators cover (i) increased share of Public Senior Secondary Students obtaining pass grade and above in West African Secondary School Certificate Examinations (WASSCE) in English, Math and Biology (achieved for English and Math, but not yet for Biology); and (ii) increased share of Public Junior Secondary School students getting credit and above for BECE in English, Math and Basic/Integrated Science (Math achieved, but not yet for English and Basic Science). The share of senior secondary students obtaining a passing grade or above on the WASSCE in English and Mathematics increased from 85% and 84% in 2014 to 92% and 87% in 2015 respectively. The rates for Biology decreased from 84% in 2014 to 79% in 2015. The share of Junior Secondary Students with credit and above scores for BECE (Junior Secondary Examinations) increased in Math from 45% in 2014 to 59% in 2015; while it decreased for English and Basic Science from 70% and 65% in 2014 to 68% and 50% in 2015, respectively. This decline in performance was partially due to delay in the effectiveness of the Additional Financing and school closures during the Ebola Virus Disease (EVD) crisis. The disbursement rate is currently at 64% and is expected to increase to 82% based on the projected disbursement of 50% of the remaining undisbursed funds before June 30, 2016. The progress towards achievement of the PDO is downgraded from Satisfactory to Moderately Satisfactory reflecting the aforementioned decline in the 2014 WASSCE results for Biology for Public Senior Secondary Students and the need to achieve end of project targets for 3 of the 6 PDO-level indicator targets (SSS students in Biology and JSS students in English and Basic Science). There are no overdue audits and outstanding Interim Financial Reports (IFRs). C. Proposed Changes 5 Financing Change in Loan Closing Date(s): Explanation The Government requested to extend the closing date of the project be extended from December 31, 2015 to June 30, 2016, to allow for the completion of all Project supported activities to further enhance the achievement of the PDO during the Project life. This additional time will also allow achievement of the remaining three PDO-level and intermediate-level indicator targets as it will also provide additional time for monitoring and evaluation of school grants, additional training of staff on management, and re-validation of data and grant operations.
