The World Bank has issued a SOPE Report every year as an internal communication to the Board of Executive Directors. In accordance with the Bank's revised disclosure policy, since FY02, the SOPE Report is available to the public. Based on lessons learned from not so successful past bidding processes, CFE will carry out the Project through the launching of four coordinated bidding processes: (a) the purchase and installation of the solar power plant, (b) the purchase of the combined cycle plant, (c) the installation of the combined cycle plant and its integration with the solar plant, and (d) the maintenance of the hybrid power plant. The utility has already launched the procurement process for the combined cycle component.
