The program aims to improve service delivery for the whole population of Ethiopia by improving results in health, education and agriculture services in the most poorly performing woredas and strengthening the overall decentralized service delivery system. Building on almost 10 years of support for basic services delivery, the ESPES focuses on leveraging the government’s broadprogram of service delivery support to promote equity, enhance quality of and access to services, and institutionalize critical systems for service delivery, especially at the woreda level. The total IDA financing to the GoE is now US$1.3 billion until May 2023. As of February 11, 2021, the disbursement rate including the additional financing is 82.8%. This includes 99% of the original $600million IDA credit from 2015 and 82% from 2017 IDA credit disbursed based on successful achievement of the program’s Disbursement Linked Results (DLRs). Of 40 DLRs, 25 DLRs have been fully achieved and DLR 1.5 was partially achieved and disbursed. Three DLRs (1.6, 9.9 and 12.3) are fully achieved and awaiting disbursement. Three DLRs (8.7, 8.8 and 10b.4) are under verification. Three DLRs (DLRs 8.9, 10c.2 and 10b.5) are delayed and, based on discussions at the virtual Joint Review Implementation Support mission, they were considered within the Government’s control to achieve. The World Bank team will work closely with Government on how to speedup implementation and verification of these results. Because of COVID and resulting shift in priorities for basic service delivery, a program restructuring is underway to reallocate an estimated US$109m within the framework of basic service delivery and the ESPES PDO. This funding comes from cancellation of the remaining 5 DLRs (5a.6, 11.6, 11.7, 11.8 and 12.3) to new targets, including in health, Water, Sanitation and Hygiene and citizen engagement, that are critical to the COVID- 19 response. Furthermore, the Government has requested a second additional financing of US$250m Credit to the ESPES PforR component. The request is based on the Government and World Bank agreement on the satisfactory performance of ESPES to date in expanding access to basic services and the critical nature of maintainig such efforts in the face of the pandemic. The second additional financing is under preparation for delivery before the end of the current fiscal year. It specifically focuses on two pillars of the World Bank support to the pandemic: protecting the poor and vulnerable and policy reforms for building back better.
