Introduction and Context Country Context Not applicable-it is a global product Sectoral and Institutional Context The Bank is committed to helping client countries achieve the UN Decade of Action for Road Safety goals with the support of the Global Road Safety Facility (GRSF) and within its transport lending portfolio. Effective road safety measures are necessary in all road transport projects, and the World Bank's policy and strategy Feb 01, 2018 Page 2 of 5 The World Bank EBRD - Transfer Agreement has evolved over the years to more successfully incorporate well planned, designed, and implemented road safety interventions in its operations. The Global Road Safety Facility (GRSF) in coordination with the Multi-Lateral Development Banks (MDBs) is seeking to operationalize the 2011 joint statement on road safety to harmonize approaches to country road safety management. By funding EBRD-managed activities the GRSF is fulfilling its commitment requested by GRSF donors to work closely on coordinated activities by the MDBs. Relationship to CPF None-transfer out agreement to EBRD for use in their agreed program with the donors/GRSF trust fund. Public Disclosure Copy C. Project Development Objective(s) Proposed Development Objective(s) The objective of this assignment is to develop the occupational road risk toolkit that can be utilized by the MDBs under the MDB road safety working group applicable to many countries for applied work/research that is transferable. EBRD have recently identified Tajikistan as a potential focus country where EBRD have been stepping up their activities related to road safety and occupational road risk. EBRD may therefore use Tajikistan as one of the focal countries to ensure whatever tools are developed are suitable for businesses --and transferable to other Low/Low- Middle Income countries. However, the this may be expanded to other countries and will be determined. The project is global in nature. Key Results Establish research program on occupational road safety and share with MDB Working Group for Road Safety; conduct pilot studies in select countries and disseminate information in online portal. D. Preliminary Description Activities/Components 1. Base line assessment/industry gaps identified (3 months)  Carry out a review of current arrangements in a cross section of businesses using vehicles as part of their business in three Low/Low Middle Income Countries  Review good examples of tools, resources and training for Drivers and Fleet Managers which have provided documented positive effects on reducing vehicle collisions  Develop a baseline assessment report with recommendations for the toolkit with clear justification 2.
