As of this ISR, the Project disbursed 16% of the grant, committed an additional of 7%, and expects another 11% will be committed in the next 6 months. Most of the weather and hydrological monitoring equipment have been procured and half of the target locations have already been installed and operational. However, procurement of the weather Doppler radar is lagging behind. Updating the downscaled high resolution climate change scenarios and producing the State of the Jamaican Climate 2015—a major report to be a basis for policy making—has been completed and will be launched in January 2018. Several awareness raising events such as “Weather, Climate and Climate Change Quiz” targeting school children were held in 2017. Component 1: Updating of the Data Collection, Processing and Forecasting System of the Hydromet Services The Project has achieved the following outputs under Component 1: • Procurement of 35 automatic weather stations, 6 of which have been installed; • Installation of sea level tide gauge; • Procurement of the second batch of equipment for hydromet monitoring; • Retrofitting of 31 hydromet stations to report in real time and the development of a real-time data portal; • Capacity building of hydromet staff in maintenance, installation and data collection; • Completion of a gap assessment in the forecasting process; • Completion of the business plan for Meteorological Service (MSJ); • Completion of the structural assessment of radar tower and station; • Development of draft bidding document for Doppler weather radar; and • Development of TOR for meteorological data infilling; Water Resources Authority’s real time hydromet monitoring network: The WRA has received a boost in its technical capacity to carry out such assessment and forecasting, through the development of a real time hydro- meteorological monitoring network. The WRA’s water monitoring infrastructure has been updated by replacing and upgrading stream gauging stations and corresponding equipment as well as the upgrading or installation of new rain gauges. In all, 31 stations have been completed and already providing real time data. http://ppcrja.org.jm/monitoring-jamaicas-water-resources-boosted-pilot-programme-climate-resilience-ppcr/ MSJ weather forecasting capacity strengthened: MSJ's capacity has also been boosted by the installation of automatic weather stations and a sea level tide gauge to access weather data faster and produce credible forecasts, contributing to effective early warnings and safety of the public. The final report has been completed in November 2017 and will be launched in January 2018. This report provides a concise overview of what is available and known about Jamaica’s climate via a survey of available literature complemented by analysis. The report is intended as a first reference point with respect to climate information for Jamaica and is geared at, in particular but not exclusively, decision makers. • The vulnerability assessment and costed plan for the health sector. On track. It is expected that the assessment is completed by March 2018. • Upgrading of web portal for climate data sharing: On track. The National Spatial Data Management Division (NSDMD) is leading this activity. Upgrade to hardware and software is expected to be completed in January 2018. • Vulnerability Assessment for Community profiling: On track. The Office of Disaster Preparedness and Emergency Management (ODPEM) is leading this activity. ODPEM is undertaking an assessment of the community disaster plans and the communities to benefit from the project have been identified. ODPEM is also sensitizing the various divisions who will be involved in the process. Component 3: Climate Change Education and Awareness and Behavior Change • Visibility: Communications officer has been actively promoting the Project.
