As agreed during the Workshop, the project approaches will undergo a major shift in response to the evolving ground situation. More risk mitigation measures will be introduced to allow landfill improvement activities to start in a designated area with applicable health and safeguards measures in place while the resettlement is advancing in parallel. The community exposed to immediate risk of slope failure will be prioritized for resettlement. For planned activities, the application of Alternative Daily Cover (ADC) has resulted in better fire control and continuous effort is made to improve daily waste management in landfills. The procurement processes for the work of ship salvaging and shoreline cleaning and its supervision are at advanced stages. A D8T bulldozer was delivered to Sint Maarten on January 27, a front loader was shipped in April and arrived in June. Waste reduction equipment (e.g. glass/wood/tire shredders), Personal Protection Equipment (PPE), a landfill compactor and a weighbridge etc., are being 6/26/2020 Page 1 of 6 The World Bank Implementation Status & Results Report Sint Maarten Emergency Debris Management Project (P167347) procured. The Environmental and Social Impact Assessment (ESIA) for landfill upgrading and fire control is close to finalization and the Resettlement Action Plan (RAP) is being prepared. Implementation challenges exist around the landfill component, due to the need to resettle vulnerable households. To further build the much-need capacity in landfill and waste management, NRPB is recruiting several technical and safeguards experts. Project implementation also faces challenges posed by COVID-19 pandemic, including delayed equipment shipping, onboarding of technical experts, restriction on consultants’ visits and safeguards consultations. Together with ship salvaging and shoreline cleaning, and vector control activities, their results will be reported after these activities start. When the project is restructured, the RF will also be revised to reflex the change of the approach. The baseline was collected in the Air Screening Exercise carried out in Aug. 2018. In the Air Screening Exercise, Personnel samples were placed in track hoes while operators performed activities Comments: that were reported to be typical of a work day managing incoming municipal solid waste and hurricane related debris. Test stations were set up in the cabs of heavy equipment behind the operator’s chair, with the intakes of the sampling media drawing air from head levels near the breathing zone (approximately one foot from the operator’s face).
