This objective will be realized by incentivizing urban Water Services Providers to invest in water supply and sanitation improvement subprojects to benefit households in low income areas by applying one-off Output-Based Aid subsidies to make water and sanitation access affordable. Has the Project Development Objective been changed since Board Approval of the Project Objective? They have also publicly disclosed their environmental and social impact assessments (ESIAs) and resettlement action plans (RAPs) where there are project affected persons (PAPs). Two WSPs are yet to start (Thika and Mathira), and three WSP subprojects were dropped from the pipeline (Eldoret, Malindi and Muranga Town), as they would not be able to complete construction by the closing date. In addition to the program manager, the WSTF had 5 consultants in place to support procurement, finance, RAPs, environmental & social, and technical aspects. The procurement and finance consultants completed their contracts but ongoing support from the others will continue across all WSPs under the project in order to strengthen compliance and maintain quality. In March 2018, a combined RAPs training was held by the WSTF in collaboration with the Bank social safeguards team for technical managers and sociologists/socio-economists from seven WSPs. Each WSP has contracted implementation supervision consultants to monitor progress of works and recommend payment against interim payment certificates. There was no change to the verified outputs under the project during the reporting period, which remain at 7,604 verified household and 30 public connections benefiting 43,733 people. The breakdown of beneficiaries by connection type is: 36,735 people accessing individual connections, 6,578 people accessing water kiosks, and 420 people accessing yard taps. One WSP, Nol Turesh, successfully completed the sustainability test and was subsequently awarded its final subsidy payment. 6/19/2018 Page 2 of 7 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Kenya Urban Water and Sanitation OBA Fund for Low Income Areas (P132979) Risks 6/19/2018 Page 3 of 7 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Kenya Urban Water and Sanitation OBA Fund for Low Income Areas (P132979) Systematic Operations Risk-rating Tool Risk Category Rating at Approval Previous Rating Current Rating Political and Governance  --  Substantial  Substantial Macroeconomic  --  Substantial  Substantial Sector Strategies and Policies  --  Substantial  Substantial Technical Design of Project or Program  --  Substantial  Moderate Institutional Capacity for Implementation and Sustainability  --  Substantial  Moderate Fiduciary  --  Moderate  Moderate Environment and Social  --  Moderate  Moderate Stakeholders  --  Substantial  Substantial Other  --  Moderate  Moderate Overall  --  Substantial  Substantial Results Project Development Objective Indicators PHINDPDOTBL  Number of people in urban areas provided with access to Improved Water Sources under the project (Number, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 43,733.00 43,733.00 94,500.00 Date 15-May-2014 21-Nov-2017 08-Jun-2018 31-Dec-2019 PHINDPDOTBL  People provided with access to improved sanitation services (Number, Corporate) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 -- 0.00 39,500.00 Date 15-May-2014 -- 08-Jun-2018 31-Dec-2019 PHINDPDOTBL  People provided with access to “improved sanitation facilities” - urban (Number, Custom Breakdown) Baseline Actual (Previous) Actual (Current) End Target 6/19/2018 Page 4 of 7 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Kenya Urban Water and Sanitation OBA Fund for Low Income Areas (P132979) Value 0.00 0.00 0.00 39,500.00 Date 15-May-2014 21-Nov-2017 08-Jun-2018 31-Dec-2019 Overall Comments No new outputs were realized during the reporting period, although one WSP, Nol Turesh, successfully completed the sustainability test and was subsequently awarded its final subsidy payment. However, four WSPs have started implementing projects worth $9 million during the reporting period, hence considerable construction works are underway. These WSPs are expected to achieve some initial outputs in the next reporting period with the majority of subproject works being completed in 2019. The outputs from these subprojects will contribute to the overall project results, which are expected to be in line with the results framework.
