Overall project ratings have been upgraded from Moderately Satisfactory to Satisfactory given (i) successful achievement of 14 out of 16 results indicators and (ii) acceleration of key project activities The project has been resilient despite implementation constraints related to the pandemic and institutional changes following 2020 elections. Disbursement rate to date stands at 71 percent, but with contracts signed total commitments represent 89 percent of total credit amount. Final disbursement is projected between 93 and 95 percent by project’s end. Two main activities already well underway constitute by themselves the majority of remaining undisbursed funds: (i) airborne geophysics survey, which started in January 2021, has covered 46 percent of the national territory, and is forecasted to finish data collection and interpretation by year’s end. (ii) Laboratory equipment for the University of Lome and the Mining Directorate has been fully delivered and tested with certification of ownership and payment by the end of June. Overall project progress has seen most of the original project being completed. This includes strengthening of institutional structures and IT systems at the Mining Directorate, modernization of geo-sciences at the University of Lomé and technical training of small and medium-scale mining operators. Specific achievements include (i) mine inspections being systematized thanks to modernized electronic monitoring and reporting systems, (ii) creation, training and registration of 94 small-scale mining cooperatives, and (iii) opening of the mining information center and library at the University of Lome. Notwithstanding, project implementation has not been without obstacles since important activities were abandoned: (i) management of marine pollution at SNPT was canceled due to budget constraints; (ii) planned support to expansion of the phosphate industry was abandoned by government, and (iii) revision of the mining code was canceled at the request of government due shifting priorities. These circumstances were in large part outside the control of the project. Unallocated funds were largely reassigned to on-going activities. The Covid 19 pandemic continues to delay certain activities such as international consultancies linked to artisanal mining, tax administration and environmental regulation. The majority of consultancies have resumed, including technical support to the mining cadaster, the modernization of mining inspections, trainings on environmental and social issues and others. 14 out of 16 indicators currently meet or exceed end of project targets. Out of the two less successful targets, one is certain not to be met – the investment plan for the development of carbonated phosphate – due to factors outside of the project’s control.
