The two main issues resulting in slow progress is resettlement and counterpart funding. However by the time of this ISR the local government has secured significant counterpart funding, and are working on several parallel options for solving the resettlement, and it is expected that the issues will be resolved over the next 3-4 months, upon which the project progress will be accelerated. One goods contract is under procurement, and three civil works contracts are being prepared for procurement in 2015 (at a total contract value of about USD 50 Million). A Mid Term Review (MTR) was undertaken in May 2015. The MTR confirmed the client is still committed to the project; that the PDO and the indicators are still relevant in the current sector context and government; that the project design is adequate (though some changes are proposed for a restructuring); that the implementation plan is adequate (but is conditioned on resolving counterpart funding and resettlement issues); that management arrangements are adequate (though high level governmental stakeholders need to be more actively involved); and that fiduciary and safeguards aspects are being addressed (the resettlement being the critical issue). Based on the MTR it was concluded that a level 2 restructuring would be beneficial to achieving the PDO. A total of USD 38.9 Million has now been disbursed (against USD 32.7 Million in October 2014). By the end of February 2015, 16 contracts have been signed, at a total value of USD 44.6 Million, corresponding to 21% of the total project investment. Of this works and services for USD 37.1 Million have been completed. The M&E consultant is now analyzing the data following the new and clearer methodology. No data is currently available. As no baseline indicator was established for indicator 3, methodology and target will need to be revised. Based on data collected recently (2015) a new set of values and target will be developed as part of the restructuring. For indicator 4 the current measure (23 fatalities and severely injured) is for 2015 alone. The actual value has to be based on a 3 year moving average.
