D. 2. Borrower’s Institutional Capacity The project will be implemented by SPC and forms part of a regional initiative, including Kiribati and Tonga. Given the E&S risks associated with the Project are low, Borrower capacity to implement the ESCP is considered adequate. SPC has experience with Bank requirements and also has its own policies on issues such as child protection, harassment, H&S, equal opportunities and domestic violence. II. SUMMARY OF ENVIRONMENTAL AND SOCIAL (ES) RISKS AND IMPACTS A. Environment and Social Standards (ESSs) that Apply to the Activities Being Considered B.1. General Assessment ESS1 Assessment and Management of Environmental and Social Risks and Impacts Overview of the relevance of the Standard for the Project: The project is not expected to result in any negative E&S issues. The project could have positive impacts through collection of data to inform Government Policy and decision making for all beneficiaries including vulnerable groups. The main beneficiaries are the Pacific community and the various stakeholders that use HIES data for policy making and research. Impacts to vulnerable groups are not anticipated. ESS10 Stakeholder Engagement and Information Disclosure While the project will have no adverse E&S impacts, outreach to stakeholders will be necessary to inform them of project activities. works, confirm voluntary participation and communicate how the data will be used. The methodology and approach taken to data collection, analysis and storage will need to be clearly communicated to all relevant stakeholders. A stakeholder engagement plan (SEP), commensurate to the projects risks, will be prepared a minimum of 1 month prior to the commencement of any survey or data collection activities, which is expected to take place in late 2020. The SEP will take the need of any vulnerable groups into consideration and identify additional measures required to ensure their ability to participate. Specific Risks and Impacts A brief description of the potential environmental and social risks and impacts relevant to the Project. ESS2 Labor and Working Conditions A labor management plan will be prepared prior to hiring any workers or contractors on the Project and will set out how the project will meet the requirements of ESS2. Only a small number of consultants are likely to be involved in Project activities. Survey activities will not take place until end 2020 and thus it is considered appropriate to delay this requirement until implementation/further information is known. The ESCP describes the preparation of the LMP including required content, which will be incorporated into worker contracts and terms of conditions. The OHS risks on the project are considered low, though the ESCP includes the requirement to report any incidents to the Bank; and worker and community safety will be incorporated into survey implementation methodology and training. ESS3 Resource Efficiency and Pollution Prevention and Management Use of natural resources, generation of emissions and waste, and significant GHG production are not anticipated. ESS4 Community Health and Safety Community safety will be addressed in any training provided to data collectors. SEP will also include provision of Public Disclosure information on how the data will be collected including how participants and others can seek information, advice or make a complaint. No community health and safety issues are expected through project activities; nor will activities affect ecosystem services. ESS5 Land Acquisition, Restrictions on Land Use and Involuntary Resettlement No land impacts are anticipated and involuntary land acquisition is not anticipated. ESS6 Biodiversity Conservation and Sustainable Management of Living Natural Resources The project will not impact biodiversity or living natural resources. ESS7 Indigenous Peoples/Sub-Saharan African Historically Underserved Traditional Local Communities The project will support activities in Tonga and Kiribati, where the population is homogeneous and there are no groups or communities that meet the criteria for indigenous peoples. ESS8 Cultural Heritage The project will not impact physical or intangible cultural resources. Project Implementation Agreements (PIA) will be developed to describe the roles and responsibilities of collaborating agencies.
